Patent, which plays a decisive role part of intellectual property rights, is thepropulsion and source of technological progress, while as an important way totransform economic growth pattern, the continuous progress of technologyaccompanied by the economic growth process from quantitative change to qualitativechange. With patent perspective, the dissertation analyses the relationship between themode of economic growth and technological progress, the mechanism of the patentson technological progress, to explore ways to improve the patent system to promoteeconomic growth pattern.The main content of this dissertation is organized as follows:Logically, this research defines related connotation, such as patents,technological progress, economic growth pattern, and carries out a detailed analysisabout domestic and international research, to provide evidence for the thesis.Secondly, beginning with the analysis of the element contribution to economicgrowth, we use total factor productivity (TFP) as variables to measure economicgrowth pattern transformation, compare the contribution of the capital, labor and totalfactor productivity to economic growth. Predictably, the result shows that theeconomic growth pattern is based on the extensive growth of factor inputs in china.Following that, we use the technology of data envelopment analysis (DEA) tosummarize regionally the dynamic characteristics of the total factor productivity, testthe factors which impact TFP. The conclusion, therefore, indicates that technologicalprogress plays an important role in total factor productivity, for it provides foundationto effectively transforming the pattern of economic growth for the next stage.Thirdly, in the frame of the economics analysis, we discuss the static efficiencyand dynamic efficiency of the patent system in one country; explore the influences ofthe patent protection, technology gap, the flow of human capital, the efficiency ofindependent R&D and non protective proportion to technological progress within theframework North South trade in developing countries. It proves that, with all theefforts, there exists certain conditions when the patent system to promotetechnological progress. One of them is the formulation of patent system, which hasdifferent effects to different path of technological progress. The other is the transformation of the patent. After the solution of the first question of patent systemoriented, patent transformation become the most significant factor to thetechnological progress. On the basis of literature analysis and research results, thedissertation builds a pattern of TMSI for patent transformation. The result offered atheoretical reference of patent to productive force, showed that technology, market,strategy, institution had relationship with conversion, which include novelty,complexity, tacit of technology; orientation, imperfection of market; strategy intention;impellent, cooperation, financing, protection of institution. It also analyzes behaviormotivation of patent system with game theory.Fourthly, by the comparison of the patent knowledge spillovers of domesticpatents and foreign patent applications in China, it is shown that they play differentroles in the change of growth patterns. The latter, thereby, precedes the former.Furthermore, it is believed that different innovation makes a distinction in affectinggrowth patterns under control of the stage of economic development, institutionalfactors, the conditions of foreign trade, and the main reason is, by the same way, thequality number of patents. Also, by the empirical analysis of the relationship betweenpatents and economic growth patterns, it is considered that there exists anever changing long run equilibrium instead of simple linear relationship between thetwo. Meantime,the paper screens the areas which patent policy should subsidize.Fifthly, according to the analysis of previous chapters, the dissertation discussthe issues related to the design of the patent system, and then raises a number ofproposals on patent policy to promote economic growth pattern transformation. It isconsidered that the patent system plays a positive role on economic growth pattern inthe long term, but it will be blind to pursuit strong protection at this stage. It isconfirmed that the setting of patent system is closely connected with the stage ofeconomic development. In China, the process should be a gradually transition to thestrong protection. Accordingly, the dissertation puts forward the main suggestions topromote the economic growth pattern related to patent policy, including the marketorder, the subsidy policy, information dissemination mechanism, patent conversionpath, personnel training as well as early warning and dispute resolution.Finally, the author summarizes the main conclusions, pointed out the defect ofthe dissertation, and encourages further research in this field.
