State-owned economy is an important vehicle which achieves the goal of national macro-control and plays a supporting and promoting role in the entire socio-economic development. As an important part of the state economy, the state-owned enterprises performance determines the use of efficiency and effectiveness of state-owned assets. At present, although the diverse forms of ownership co-exist, the private economy develops rapidly, the state economy is still the major power to support and guide the social and economic development. With the deep reform of state-owned enterprises, and also the improvement of the market economy and changes of international economic environment in particular, the state-owned enterprises exposed many deep-rooted contradictions, such as low efficiency of resource allocation, weak technological innovation, imperfect corporate governance structure and depression of the competitiveness in the market as well, those have to seriously affect the economic benefits of state-owned enterprises and efficiency.Zhuhai City has reformed on the state-owned enterprises before 1999, it has experienced a "delegating powers and benefits," "contract responsibility system" and other features of the reform measures; until 1999, it began to reform of the property rights whose main feature is that the state-owned capital exit orderly from the disadvantage enterprises and disadvantages areas; from 2004 to 2006, mainly focused on the franchise system, the introduction of strategic investment and promotion to diversification of property rights and other aspects reform; from 2007, mainly focused on the reform of state capital adjustment, joint-stock system reform, the modern enterprise system and investors system and so on. Through a series of reforms, the state-owned enterprises in Zhuhai City has grown greatly, improved the ability to adapt to the market, and enhanced the control influence, and driving forces over state-owned economy. But with the deep reform and changes in the environment of market competition, there have been a lack of core competitiveness and innovation capacity, state-owned capital dispersion and poor performance problems. Therefore, based on factors analysis of the affect the performance of state-owned enterprises put forward the corresponding countermeasures and suggestions it will help the state-owned enterprises to improve the performance and sustainable development ability, and also maintain the healthy and stable development of state-owned economy.The first part of the paper is an introduction, mainly discussed the topics of the background and significance of the present research, the thoughts and ideas, and also introduced the main framework, possible content and lack of innovation.The second part is the performance management theory; it supported the theoretical basis for the research. First, the paper analyzed the definition and connotation of the performance and performance management; second, the paper also discussed the performance management theory which divided into general theoretical basis and direct theoretical foundation; Third, the paper simply reviewed the performance management theory and study the relationship between the theory above and performance management and also discussed the evaluation of performance management theoryThe third part is about the research of performance management of state-owned enterprises. First the paper discussed the definition, nature, function and role of state-owned enterprises; then analyzed the development process, characteristics and functions of performance management of state-owned enterprise; finally, the paper studied on four common methods to the performance management of state-owned enterprises.The fourth part is about the related factors the thesis model building of the state-owned enterprises performance, it mainly analyzed the status and problems of state-owned enterprise performance management, then through questionnaires and factor analysis to study the factors that affect the performance of state-owned enterprises, Finally, it discussed the principles of performance evaluation to system of state-owned enterprise performance management system.The fifth part is about Empirical Study of Performance Management of state-owned enterprises in Zhuhai City. First, the paper analyzed the status of state-owned enterprise performance management in Zhuhai City; second, it discussed the factors which impact of state-owned enterprise performance management in Zhuhai; finally, it also put forward some measures and suggestions to improve the state-owned enterprises performance in Zhuhai City.The sixth Part is the conclusion of the study paper. First, the factors which impact the performance of state-owned enterprises are many, but the most important factors are the independent innovation capability and core competitiveness, and performance management system of state-owned enterprises and strategic objectives.Second, the four common methods of state-owned enterprises performance management has both advantages and limitations, through the integration of the four methods, it can make the state-owned enterprise performance management more comprehensive and more scientific, so as to achieve effectively improvement of the efficiency and effectiveness of state-owned enterprises. Third, because of the special nature and function of the state-owned enterprises, which create of economic benefits while also committees to social responsibility, and focus on shareholder value which created by the interests stakeholders, therefore, performance evaluation of state-owned enterprises must focus on the economic value and social responsibility, base on the framework of Balanced Scorecard and stakeholder theory, that is a comprehensive effective evaluation of the performance of state-owned enterprise. Finally, the performance level of State-owned enterprises in Zhuhai has been significantly improved, through a series of reform measures, but still there are lack of innovation capability and core competitiveness, and performance management system is imperfect, Performance Evaluation Methods are inappropriate and the goal of business development strategy is not clear and so on, these affected the performance of state-owned enterprises in varying degrees. To improve the performance of state-owned enterprises in Zhuhai City, the paper put forward recommendations in four areas which are comprehensive measures, long-term mechanism, management system and institutional system to make further improvement of the economic efficiency.
