As a new-type economic activity based on internet, E-commerce almost plays a role of Christ during the economic crisis since 2008. In 2008, when the depression trend of American retail industry continued, even when it comes to the so-called good time Christmas, thanks to e-commerce, Newegg.com rose against the trend. E-commerce also brought the spring of small and medium-sized enterprises in China when they were facing the severe winter during the crisis. And since 2009, by reducing production and operation cost, it finally becomes a magic key of enterprises to survive in the hard time raised by increasing labor costs and raw material price.Due to the obvious effect of the economic growth promoted by e-commerce, all circles in the society started to attach great importance to it. Additionally, the White Paper released by IDC China even makes the following prediction: E-commerce will be a leading global emerging industry of strategic importance; meantime more and more people will recognize the significance effect of e-commerce in a new round of economic development. In order to get a better result of e-commerce, it is fundamental to study its facilitation mechanism and measure its effect on economic development. So, without doubt, study of facilitation effect on economic development will be a hotspot in the e-commerce research field.In this issue, several typical cases about e-commerce's facilitation effect are presented to draw the topic of this paper. And a theory system of this study is built logically by looking through domestic and foreign current situation as well as concluding the significance of study, covering the following parts about e-commerce:principle and mechanism of e-commerce promoting economic development, lessons of domestic and foreign cases, concept and theory system of effect measure of e-commerce promoting economic development, as well as measuring methods and analyses of real cases.In the part about principle and mechanism of facilitation, e-commerce is defined as one of vital motivation factors of economic development. As a joint factor, e-commerce, generating as a result of technical progress, based on global trend of informatization, features ecosystem and penetrates fully into the society. E-commerce changes patterns of consumption, accelerates production change, and provides a brand new service business which improves economic management and expands the broad of transaction, and then in this way its intrinsic function is realized. And its extrinsic function, including stimulating e-commerce application industry development, driving relative industry growth, and transforming industrial structure, promotes GNP as a whole. Through its intrinsic and extrinsic function, living standard is improved by the optimizing of industry structure covering investment and employment as well as industry distribution.In the part about lessons on effect measure of e-commerce promoting economic development, typical cases are selected form the perspectives of e-commerce measure, information economy measure and aggregate economic statistics. These cases covers the OECD e-commerce measure, the British e-commerce measure, domestic CII e-commerce aggregate index measure, the Knowledge Industry measure by Fritz. Machlup, the Information Economy measure by Porat, and aggregate economic statistics, etc. The main content, methods, characteristics and instructive significance of these measures are also discussed in this part. All these analysis provide nutriment for building the theory and method system on the effect measure of e-commerce promoting economic development.In the part about concept and theory system of effect measure, according to reference from the Porat Information Economy measure theory, related concepts and theoretical issues about e-commerce facilitation effect measure is dealt with, aiming at establishing a logical theory system about e-commerce influence measure. These concepts cover all the followings:e-commerce economy, e-commerce activities, e-commerce transaction, e-commerce occupation, e-commerce input, e-commerce output, e-commerce industry, etc. Among those, similar to the primary and second information department in Porat Information Economy measure theory, e-commerce industry is divided into two separated parts, namely e-commerce service industry and e-commerce application industry. As the core of e-commerce industry as well as e-commerce development, e-commerce service industry has already formed an integrated industry chain with the development of e-commerce industry. While the length and depth of e-commerce application industry is limited by the level of e-commerce service industry development. But it is e-commerce application industry, including enterprises application, government application and personal application, plays the vital role in driving economic growth, for its facilitation effect enlarged with its range gets broader and the degree gets deeper.In the part about e-commerce facilitation effect measure, several problems are dealt with including principal of choosing a feasible measure method, the main method and procedure of measuring method. All these analyses are based on the principle that the chosen method is supposed to be feasible and practical, sectional and comparable, and expansive as well.The measuring method contains not only normal methods in indexes system destruction such as the analytic hierarchy process, the fuzzy comprehensive evaluation method, etc, but also national economic statistics in indexes system measuring and other special methods. The measurement index system destruction is the central part in measuring procedure, and also plays the role of fundamental reference in implementation of measurement. Index system in this article includes:the scale of e-commerce transaction and its market share, the number of e-commerce employees and its labor share in the total employment, the revenue of e-commerce employees and its market share, fixed asset investment in e-commerce and its ratio in the aggregate fixed assets investment, the output of E-ecommerce and its ratio in GDP.In the part about analyses of real cases, first attempting to measure the e-commerce facilitation effect is taken based on both statistical data, counted into the field of macroeconomic measurement. The statistical data is classified into three parts:the first part, from authoritative statistical data in China Statistical Yearbook and Statistical Bulletin; the second part, from all kinds of e-commerce research report statistics; the third part, from estimation based on the two kinds of data before. Through the measurement, preliminary results are concluded. While due to the exploratory measuring work and the lack of related statistic, measurement in this article may be not accurate enough. The main purpose of this measure lies on testing and verifying the proposed measure theory and method. Inspite of above, the measurement of the facilitation effect about e-commerce promoting economic development in this paper is the first time in China, it established a kind of measurement index system and method, the author hopes the research developing widely and deeply.In the final part of this article, the characteristics and insufficiency of this article is revealed, as well as some problems which need expanding and excavating in the further researches.
