China has achieved great success of economic development since reform and opening up, the average annual growth rate of GDP and GDP per capita is 9.89% and 8.73%, and it has become the world's second largest economy. However, China's economic growth is mainly because of input-driven, the lower contribution rate of total factor productivity, which means the quality of economic growth is poor and China has paid a heavy price for economic development, mainly reflected in:inefficient use of resources, environmental pollution is serious, a large number of high-quality cultivated land conversion to construction land, urban construction land expansion at an alarming rate. At present,China attaches great importance to the quality of economic growth, land policies (mainly urban land supply) play more and more important role in the industrial structure adjustment and macroeconomic control. Therefore, the study of the relationship between the rural-urban land conversion and the quality of economic growth has very important significance. The dissertation is based on economic growth theory, industrial structure theory and the theory of total factor productivity and study with the following ideas. Firstly, analysis the fact that land conversion process and economic growth, and studies the relationship between them by empirical study; Secondly, study the mechanism that land conversion promote the economic growth quality, and tested by time series data of China; Thirdly, analysis the impact of land conversion to quality of economic growth, and use China's 29 provinces panel data to testified; Finally, conclusion and discussion. The dissertation has following conclusions:Firstly, there is a cointegration relation between Rural-urban land conversion and economic growth. In 1982-2008 years, Rural-urban land area was increased and accelerated tendency; national real GDP in the 1978-2009 years, the average annual growth rate up to 9.89%, real per capita average annual growth rate of 8.73%. The empirical results show that there is a cointegration relation between Rural-urban land conversion and economic growth which means that the long-term equilibrium relationship, but in the short conditions, the rural-urban land and economic growth are deviation from equilibrium, and can not automatically return to equilibrium except the system driven by external forces like system reform. Rural-urban land and economic growth have existed two-way Grange relationships.Secondly, the conditions for optimal allocation of land resources is agricultural land and urban land equal to the marginal output. Assume that there are two kinds of land use: agricultural land and urban construction land, the social production function in the form of CD production function, factor inputs, labor, capital and land. Maximize the output conditions, use Lagrange multiplier method, we can get the optimal allocation conditions in land resources between agricultural land and urban construction land: MRuland=MRrland=-λThat means, the marginal product of urban construction land is equal to the marginal product of agricultural land.Thirdly, rural-urban land conversion has improved land productivity. The result of measure the agricultural land and urban construction show that, in 2007 and 2008, the average income of agricultural land is 25,500 yuan/hm2, while the average income of urban land is 4.7644 million yuan/hm2, urban land use has 186.84 times of comparative advantage to agricultural land use. The average marginal product of urban construction land is 641,700 yuan, the average of agricultural land was only 0.7800 yuan/ha, the former is 82.3 times more than the latter, so rural-urban land will help improve the productivity of land resources, thus improve the quality of economic growth.Fourthly, rural-urban land conversion promote total factor productivity improvement. Rural-urban land conversion through the land market, land policy and land supply plans to affect the industrial structure upgrading to improve the efficiency of resource allocation; rural-urban land conversion is the land from agricultural land to urban land conversion, and promote the expansion of city size, provide resources and financial support to raising the level of urbanization, the city has combined effect of mediating effect of innovation, infrastructure and the promotion of economic structural adjustment effects to enhance the level of total factor productivity. The empirical results give strong support. Finally, the improvement of economic growth quality inhibition of the scale of rural-urban land conversion. In the form of CD production function, the article derived TFP is calculated as:TFP= .Assuming under the conditions of Y, K, L remains unchanged, the relationship between TFP and input the number of urban construction land keep reverse change, which means the quality of economic growth increased, it will help reduceing the input of the number of construction land, thus contributing to suppression the number of land conversion, technical efficiency and technological progress on the impact of land conversion can also play inhibitory effect. The empirical results also provide strong support.
