Comparison Study On Development Of China's Regional Marine Economy From Resources And Environmental Perspective

The study on regional marine economy is the combination of regional economic theory with marine economic study as well as the regional economic theory applied to the marine economic study; it is considered as a global and cutting-edge theory and practical issue. Meanwhile, developing the marine economy is also a hot issue around the world. China's Eleventh-Five Year Plan definitely pointed out"strengthening ocean consciousness, safeguarding marine rights and interests, protecting marine ecology, developing marine resources, implementing marine comprehensive management and promoting development of marine economy." Moreover, the coastal regions have also, one after another, regarded regional marine economy as an important mean to promote development of regional economy. Since the year 2010 is the ending of the Eleventh-Five Year Plan, comprehensively grasping the overall development situations of marine economy in China's coastal regions and studying the direction for China's regional marine economy to develop are both the subjects with important research values.The paper has conducted an in-depth and systematic study on overall development situations of China's regional marine economy as well as contents and development model shift of development of regional marine economy; and also, it has conducted an empirical analysis, with comprehensive of theoretical knowledge, such as marine environmental science, ocean resources, ocean economics, regional economic theory, economic development theory, sustainable development theory and mechanism design theory, etc. The complete paper is mainly divided into 4 parts with main contents as follows:In the first part, the paper firstly studys on the the theoretical basis of regional marine economic development, clears the definitions and concepts related to the study, points out regional characteristics lying in marine economy and then extends the definition of contents of regional marine economy, offering theoretical basis for the following analysis. The second part is the comprehensive comparison study on development basis and current situations of China's coastal marine economy to be able to grasp overall development situations of China's regional marine economy at present, so as to offer study empirical evidence. On the basis of the theoretical evidence and empirical study, part III summarizes the basic mode and characteristics of development of China's regional marine economy and further analyses the contents and operational mechanisms of regional economic development. By building dynamic model of development model shift of regional marine economy , the final part provides development mode of China's regional marine economy with the countermeasures and suggestions, with combination and summarization of research results of all previous parts.Through the research mentioned above, the paper measures the marine economy development basis, such as abundance of coastal marine natural resources, location advantages and policy environment, etc. The study results indicates that the abundance of marine natural resources of Shandong is the highest while the location advantages of Shanghai and Guangdong to develop marine economy is more obvious; there is no huge difference in policy environment of all regions. And also, the research divides the studies on current development situations of marine economy in all regions into development level gap, marine industry layout and structure difference, marine industry competitiveness difference, performance difference of development's environment costs of marine economy, technical efficiency difference of marine economy and comprehensive difference analysis of development of marine economy, etc. Through the comparison of current development situations of China's regional marine economy,the paper has shown that: the development mode of China's regional marine economy in all areas mainly focuses on the natural resources-oriented type, proved to be single, with lack of system innovation and advantages in geography-oriented development mode. During the development process, they are also lack of coordination and innovation. In additionally, it has further pointed out the development of marine economy must consider location factors and mode innovation as the standpoint, so as to promote the development of the whole region; and also, it has proposed the supporting mechanisms corresponding to development of regional marine economy which has certain academic values for further understanding development contents of regional marine economy.On the basis of study results, since the paper has combined the current development situations of China's regional marine economy and proposed the specific suggestions and countermeasures of development mode of regional marine economy, therefore, it has certain practical significance for further promoting development of China's regional marine economy and improving coastal competitiveness.
