On The Role Of Government In China's Low-carbon Economic Development Strategy

Considering the international contexts, such as Global climate change, international financial crisis, East Japan earthquake, a global low carbon revolution, and realizing the domestic facts that one have to achieve scientific development, accelerate the transformation of economic development and promote economic restructuring, the low-carbon economy is an important component of national strategy, become an important part of scientific development, and an important choice of ecological civilization.Currently and in the future, low-carbon economy is a new choice, new opportunity, and new challenge, is an important matter that China improve the ecological environment and promote economic development mode shift. Only the government has the ability to organize and promote low carbon economic development, and the government role of low-carbon economic development should be based on China's national conditions and stage of development. At the same time, low-carbon economic development is related to all aspects of social reproduction, involving all aspects of society, especially how to give full play to the basic role of the market. Therefore, policy formulation and implementation should identify the proper relationship between government and market. It is necessary to make full use of market mechanisms, bringing the market in allocating resources to the basic role in mobilizing the enthusiasm of micro-economic entities, but also give full play to the Government's control, guide, coordination and other functions, in order to exert the mobility of the macro-economic, thereby improving the socialist market economic system, to achieve scientific development.This paper mainly studies some aspects as follows:The first chapter discusses the background, purpose, and significance of the low-carbon economic development strategy the Government Role. The chapter reviews relevant domestic and foreign content of low-carbon economy, and analyses the relationship between the low-carbon economy and other concepts of sustainable development. This study suggests that, considering the domestic and international changes, a comprehensive analysis of China's national conditions and stage of development, conscientiously summing up the foreign government position of the development of low-carbon economy, and a comprehensive analysis of the current status of China's development of low-carbon economy, is the basis for correctly positioning the government role, to be appropriate to develop low-carbon strategy for China's national conditions, so as to choose the right government policies.The second chapter reviews the theory of low-carbon economy; it thinks that for the development of low-carbon economy, the Government should strengthen global cooperation mechanism, promote global carbon emissions related to property rights reform, emphasize the inter-generational equity, and avoid Prisoner's Dilemma. Meanwhile, in domestic respects, under the premise that one play the fundamental role of the market, the Government should strengthen the national innovation system, give full play to the late-mover advantage, promote low carbon technology research and promotion, and upgrade industrial structure.The third chapter introduces the background of the international low-carbon economic development, illustrates the status of the major national carbon emissions, analyzes low carbon development policy system, and digs the Government's Role of a low-carbon development in different countries. This chapter thinks that one's own national conditions is a major foothold of Government's Role in the low carbon economy, and that maintaining core national interests is the major principle of international low carbon negotiations and cooperation. On this basis, the states attach great importance to building its own mechanism, to effectively play the basic role of the market, and actively develop public awareness of the low-carbon, in order to build the Trinity policy system of low-carbon development, marketing, and the public.The fourth chapter illuminates the current situations of China's carbon emissions, energy structure, analyzes the factors of the low-carbon economic development, reviews the policy measures, and briefly appraises the policy effect. Meanwhile, the chapter also thinks that the current development of low-carbon economy is facing the challenges and opportunities, and thus brings forward to the China's economic development strategy content of the low-carbon. This paper argues that the low-carbon economic development strategy is the outstanding content to achieve China's overall development strategy, is an important choice to achieve the current task of development, is the inherent requirement of ecological strategy, is an important part to further promote the strategy of China's reform, and is the constituent of international strategy in China.The fifth chapter introduces the role of government under the market economic system, comprehensively elaborates the factors of the government's role that impact low-carbon economic development strategy, clearly discloses China's government's role of low-carbon economic development strategy, and designs the implementation framework of low-carbon economic development strategy. The chapter thinks that System and technology are the major tools of the low-carbon economic development strategy. For achieving low-carbon economic development strategy, one has to clarify the relationship between government and the market, in order that the market mechanism plays a fundamental role in low-carbon economic development strategies and establishes the technological innovation system in which enterprises are the mainstay.The sixth chapter thinks that one has to promote low carbon economic development from domestic and international levels. This chapter briefly analyzes the near future prospects for carbon emissions in China, puts forward short and medium term objectives of China's low-carbon economic development strategy, then the chapter promotes low-carbon policy proposals to implement economic development strategy. In order to implement the low carbon economic development strategy, one should design systematic policies, establish system of carbon emissions and other ecological indicators, promote low carbon market, build a modern energy industry system, make high-carbon industries low-carbon, develop low-carbon industries, implement the finance, taxation, monetary policy of low carbon economic development, optimize regional policy of low-carbon economic development, establish the consumption concept of low-carbon, conservation, green, promote low carbon lifestyles, and establish policies to adapt to climate change system.
