The paper studies the development strategy of the blue economic zone, industrial distribution space and function orientation of the blue economic zone and industrial distribution, through the blue economy and regional economic development theory.First, study about the basic theory of blue economic zone. Through a system of analysis the related industrial layout theories under the blue economy zone concept, clear the blue economy zone and industrial layout planning of the theoretical foundations and the direction functions. From the results of the study, blue economy zone function and child functions area should be based on gradient, industrial distribution planning to comprehensive consideration of industrial and economic development of the underlying trends, scientific development and sustainable development, regional economic linkage of cooperative development, in order to realize the marine resources scientific development and to cultivate superiority marine industry.Second, study about the development strategy of the blue economy zone. On the problems in the process of industrial development of marine economy in China and the analysis of current problems related to the blue economy zone industrial development plan on the basis of introducing ECIRM strategy model, building the blue economy zone BEFIT strategic industrial layout model to guide the industrial distribution. Take for resources within the region and different function areas, land, sea and land link development, industry resource and capital consolidation across the areas, optimize the industrial structure, raise the level of regional overall planning and management quality, is the strategy basic for achieving the blue economic zone construction objective.Thirdly, the industrial distribution space and function orientation of the blue economic zone.
