Study On The Regional Self-development Capability Of China's Western

Regional development is a process, not an end. Reviewing of the implementation of the western development strategy process, it is easy to see that the west has its own unique and development of the western self-improvement is by no means simply "large-scale development", "large-scale mining". "Eleventh Five-Year", along with the further development of the west practice, the policy of the western countries have a certain turn, mainly reflected in:First, in understanding the value of space in the west, it has gradually begun to transcend the economic growth understanding which is a single evaluation to start from the ecological high ground, resource base and stable foundation which is the three leading function of the Western space value. Second, in the path of the development, we start to pay attention to spatial structure of the optimization problem, carrying the resources and environment capacity in the policy variable and proposed strategy for implementation of the main functional areas. Third, in the innovation of the system, we began to explore the coordination of space-based interests by the equalization of public services, and regional eco-compensation. This article on China's western regional self-development capability provides us with such a theme, that is, the value of space to highlight and deepening of the regional main features and the formation of regional self-development capability to look at development.In this study, author thinks "one soil, one population and local economy" Optimization of the spatial structure as the core, and considers the implementation of main functional areas strategy as the main premise, and reviews of the four capacities theory and the regional elements, and reveals the theme of regional self-development capacity of should be to develop, rather than simply the ability to build, and constructs the analytical framework("space value-regional functional division-regional self-development capability- the regional interest, " to explain the western regional self-development endogenous path and exogenous path, accordingly proposes that regional spatial awareness is the cornerstone of regional policy formulation, regional development capacity-oriented is the work core of local government, and six relevant specific policy recommendations.The main work and achievements are:First, according to three suppose, which are incomplete mobility of area factors, and the duality of the value of "regional entity", and the heterogeneity of regional subject, the author constructs analytical framework, that is "regional factors-regional fuction-regional self-development capability".Second, based on the analytical framework, combined with West's own characteristics, the author described endogenous and exogenous path of the enhancing the western regional self-development capacity. Endogenous path is affected by the regional industrial division, and generated by the interest's incentives, and enhanced by development of western characteristics and advantages industry, enhancement the technological capacity, promotion of entrepreneurial innovations spirit. Exogenous path focus on the space structure optimizing, and is an indirect incentive transfer payments by the state, and enhanced by the regional cooperation, improvement the tax structure optimization, and the ecological compensation mechanism.Third, according to the main functional area strategies, the author discusses evaluation index, evaluation objectives and evaluation methods of regional self-development capability of the four main functional areas, and took the Zhangye City as example.Fourth, according to the theoretical analysis, the author thinks that the awareness of the value space is the cornerstone of regional policy formulation, regional self-development capacity-oriented is the work core of the local government. Focused on the equalization of public services, the author proposed to accelerate the development of related laws and regional coordination regulations, and to establish of ecological compensation mechanism; and to promote resource tax reform; and to clear the central government and local government functions; and to perfect the financial system compatible with the regional differences; and to strengthen the basic security of the western.
