Research On Land Intensive Use Mode And Evaluation In Regional Construction

"Treasure land and use it reasonably, conduct effective protection of the cultivated land" is China's basic national policy. Scientific and rational use of land, will directly affect China's sustainable development. Therefore, in order to ensure sustainable socio-economic development and national food security, to meet the needs of establishing a resource-saving and environment-friendly society, and to relieve the conflict between supply and demand of land, we must change the situation of inefficient and extensive use of land resource into the path of economical and intensive use of land. Construction land, as the subject of land resource, is facing more and more serious problem of inefficient and extensive use and random sprawl. It has become a hot topic of current concern that how to intervene the use of construction land scientifically and reasonably to allocate it intensively and optimally. However, most of existing studies on Construction Land Intension are limited respectively in cities, development zones or rural residential, and the systemic study on the whole is still at the initial stage. So, there has not formed scientific theory system and method technology system at home and abroad so far.This paper, based on the related research practices and the previous research results, comprehensively uses theory, method, laboratory study, field survey and other research means, combines quality and quantity. This paper mainly focuses on the land resource management discipline, simultaneously utilizes relevant theories and methods of other disciplines, such as economy, environment, ecology, management and so on, aiming at intensive use of regional construction land, conducting the researches on theory frame, mode system, identification technology, driving mechanism, evaluating indicators, evaluation methods and other subjects of the intensive use of regional construction land, to explore a sustainable way of land intensive use which suits China.At the beginning, this paper proceeds from urban-rural integration, and defines scientifically the subject of regional construction land. On this basis, this paper researches the connotation and basic characteristics of regional construction land use mode, and proposes regional construction land use mode system from five aspects, viz. practical operations, development stages, spatial arrangement, utilization scale, and input structure. Second, this paper classifies and discriminates regional construction land intensive use modes from development stage of urbanization, spatial arrangement of construction land, development stage of land intensive use, land utilization on appropriate scale and input structure of productive factors. Then, on this basis, this paper develops an identification technology of regional construction land use mode by comprehensive determination, and conducts an empirical study, taking Lanzhou and Zhengzhou as the examples. Third, on the base of the research on driving force and its acting direction of regional construction land intensive use, this paper selects evaluating indicators of regional construction land intensive use which is based on document retrieval, builds evaluating indicator system of regional construction land intensive use, and improves traditional evaluation method of land intensive use depending on this system, proposing Comprehensive Indexes-Full array Polygon Graphic method, which is made the consequence more objective, more visible, more systemic. In addition, this paper takes Lanzhou as an example and develops an empirical study of qualitative analysis and quantitative evaluation for regional construction land.
