The Study On The Development Of Circular Agriculture

The purpose of the study is to find the main factors of circular agriculture development, to explore the general approach of circular agriculture development and then to give the corresponding advice by analyzing the development status of circular agriculture in Hebei province. In order to achieve this purpose, the study revolved around the contents as follow and came to corresponding conclusions:Firstly, using the historical analysis and comparative analysis to analyze the theoretical basis and research status of circular agriculture development, the main conclusions as follows:in the sustainable development became the theme of world development background, in the framework of circular economy, and based on the ecological economy development thought, circular agriculture becomes a new development model of modern agriculture. The essential contents of circular agriculture are:the theoretical basis of circular agriculture is sustainable development theory, circular economy theory and ecological economy theory; the circular agriculture is a new model of modern agriculture,it is a useful exploration of agricultural development; in essence, the circular agriculture is ecological economy, it requires people to follow in the agricultural eco-economic development law, and seeks the harmonious development way of agriculture and environment, that is:the driving force of circular agriculture is economic benefits, the ultimate goal is to achieve a win-win of economic and environmental benefits; development of circular agriculture must be based on modern agricultural techniques and tools; development of circular agriculture can not be limited to the agricultural sector, it should be extend industry chain and achieve the cross-utilization and joint development of agriculture, industry and business. At present, ensuring the development of circular agriculture need the in-depth research.Secondly, using qualitative and quantitative methods, it analyzed the present situation and the restrictive factors of circular agriculture in Hebei province. Specifically, first of all, it is to evaluate the overall condition of circular agriculture in Hebei province by establishing evaluation index system of circular agriculture and using the Delphi and AHP. The main conclusions is:the circular agriculture in Hebei has the upward trend, the indexs which reflecting the effect of circular agriculture have a small change, we can know that the development degree of the circular agriculture in Hebei should be improved ulteriorly. At the same time, the development lelve of the 11 cities in Hebei is imbalance, there is a huge gap between them. In the next place, based on the agricultural development stage theory and agricultural production factors theory, using the descriptive analysis and Stat. analysis methods, it analyzed the problems and reasons of nature resource, labour foroce resource, capital resource and technology resource in Hebei, and using the Cobb-Douglas production function constructed regression model, measured the contribution of production factors in agriculture economy growth, found that, the most important factor which in the circular agriculture development is technology. At last, according to the above conclusions, based on the summarization analyzing of circular agriculture technology system, using the economics theory and Binary logistic regression model, it analysed the wishes of the farmers to choose the circular agriculture technology, and finds that, the main factors of farmers choosing the circular agriculture technology are the agricultural income level, the land area of family, the policies of governmental finance and insurance, the farmers cooperation organization and so on.Thirdly, the paper summarized the connotation and the main contents of the circular agriculture social service system by using the induction, and thought the buinding main contents of circular agriculture social service system are that:agriculture production supply service system, agriculture technology service system, agriculture information service system, primary products selling service system, primary products market service system, finance service system, agricultural wastes utilization service system, agriculture environment protection service system and so on. Based on the institutional economics theory, it analysed the patterns of circular agriculture social service system, then educed the conclusion is:in order to consummating the circular agriculture social service system, it must based on the agricultural leader corporations and farmers cooperation organizations. There are some corresponding advice at the last.Fourthly, the paper analysed the status in quo of the circular agriculture laws in China, and found that the laws are faultiness and have many problems now. By analysing the reasons of these problems and using the developed countries experience for reference, the paper considered that building the circular agriculture laws system, we must follow the principle that make out scientifically, step by step, adjust measures to local conditions, combination of government guidance and market-driven. And the basic path is:revising and improving the existing laws; developing a comprehensive circular agriculture legislation; founding the system of paid use of natural resources, agricultural market access system, evaluation index system of circular agriculture, public participation system, technology support system, intermediary organizations system and so on.
