Research On Nation-Wide Entrepreneurship Policy System At Jilin Province

Recently, due to double impact from international financial crisis and the deterioration of external investment environment, China's national economy has experienced a period of growth retardation which leads to increasing social employment pressure. According to relevant statistics, up to late 2009, nearly half of the 1.8 million university graduates could not manage to find a job nation wide; as for other groups of employees,30 to 40 percent urban area new employed workers engaged in flexible employment (non-traditional employment); migrant workers surfer instable jobs and low income.In this circumstance, Jilin Province faces great unemployment pressure as a province of education (large amount of university graduates each year), a province of agriculture (large amount of agricultural labor force) and a province of dated industrial base (large amount of unemployed workers). Here comes the question:how to find a solution with Jilin's peculiarity to solve the employment problem.In my opinion, the effect through adjusting the posts by the enterprises and the spontaneous entrepreneurship by the unemployed is just like a drop in the ocean, no favorable turn will show up unless a breakthrough to be found. The effective breakthrough should be "employment opportunity created by nation-wide entrepreneurship" whose specific contents are:fully exert central government's leading role in pushing forward all kinds of nation-wide entrepreneurship, further improve existed regulations and legislations to create a powerful nation-wide entrepreneurship policy system; take advantage of the above system to promote enterprise pioneers and small and medium-sized enterprises (SME) change employment concepts so as to adopt a more flexible and more efficient way (mainly refers to various types of entrepreneurship and SME entrepreneurs'"second time pioneering").Without a doubt, the values and effects of nation-wide entrepreneurship lie not only in solving unemployment problem, but also in improving the workers'innovation quality and greatly promoting enterprise and area economy's better and faster development.Based on above analysis, the author carried out a "Research on Nation-Wide Entrepreneurship Policy System of Jilin Province" with the wish that this thesis could make some contribution in the process of promoting nation-wide entrepreneurship at Jilin Province.In addition to introduction, this thesis consists four chapters:Chapter one has two parts, one defines the concept of nation-wide entrepreneurship policy system; the other part indicating the leading role of central government in the process of nation-wide entrepreneurship.Chapter two focuses on the JiLin Province's nation-wide entrepreneurship's achievements and experiences, "Bottleneck Dilemma" and policy evaluation.Chapter three mainly discusses drawing on the experiences from abroad and domestic and the basic theory basis for the construction of nation-wide entrepreneurship policy system.Chapter four focuses on the basic principles, basic framework and suggestions of nation-wide entrepreneurship policy system at Jilin Province.
