Now the special wireless communication networks'bandwidth is narrow and variant in time domain and its error rate is very high. These disadvantages require that video codec hold the properties and variability of higher compression rate and higher scalability and higher error resiliency. In the completion process of national researches, according to the heterogeneity and variability of communication networks we select latest video coding standard H.264/AVC and SVC as the object of research. From the respects of improving the ability of matching channel and enhancing the transmission efficiency and error resiliency we thoroughly study robust video coding and transmission technology.We thoroughly study the transmission of scalable video coding and propose a simple and effective fine grained scalable video streaming transmission schedule scheme. The scheme solves the problem of video quality fluctuation according to the fluctuation of networks'bandwidth and effectively controls the time delay. In the thesis we also propose an objective evaluation standard that is close to the subjective perception.An efficient multiple descriptive scalable video coding scheme based on weighted signal combinations is designed. When the receiver gets two descriptions and side information, it can construct better video sequences. The thesis also considers the condition where the coder can't provide the coding quality as the side information. Under this condition the decoder will estimate the quality of the video sequences and the performance of this condition is presented. The thesis also proposes a simple and feasible error concealment scheme of whole frame loss in the transmission. In the thesis scalable video coding and multiple description video coding are integrated and an FGS-based weighted average multiple description video coding scheme is established. Under the given condition weighted average scheme can get more 3dB gain than simple average scheme.A residual compensation-based multiple description video coding scheme is developed. In the video coding process the residual of every frame is compensated to the original frame and then the compensated frames will be processed as usual. In the receiver end the two descriptions will be averaged and the scheme can guarantee better quality of construction video sequence. The redundancy is about 10 to 20 percents.An ROI-first transmission method of scalable video coding is proposed. During communication, a region of interest can be determined by default or can be freely selected by users on the receiver side with the intercommunication between the sender and the receiver, the selected area is displayed with better quality preferentially, and it can improve the subjective quality of video sequence.Parts of the achievements have the corresponding application in the military communication, which enable reliable video communication over battlefield channels.
