The mobile users' amount has been getting an exponential increase with the development of mobile telecommunications industry, and the radius of micro cell has been reduced to less than 100 meters with the so limited frequency resources. It is of much value for the theory and engineering to study on the new theory of radio network optimal algorithm, to dig up the potentiality of the existing mobile telecommunication network more efficiently.The paper is intended to explore the new theory of radio network optimal algorithm, which can be used in engineering practice of the planning and optimization of the existing cellular radio network, to improve the operating efficiency of the existing mobile telecommunication network. And the researches in this paper are based on the writer's researches of mobile telecommunication system and the engineering practice of the planning and optimization of cellular radio network in several years. The analysis and the processing of the measurement data and the key radio parameters' optimization are the main experimental methods in this paper. And the comparative analysis of the key performance indicators and comprehensive performance are the main way to validate the new theory of optimal algorithm. The research work in this paper can be summarized as three parts:A new traffic carrying capability evaluating and comparing algorithm in cellular radio network is proposed in first part of the paper, which is based on the radio link measurement in mobile telecommunication system and the automated frequency planning theory and technique, to evaluate and compare the improving grade by different optimized frequency plan. And the new concept of traffic carrying capability gain in cellular radio network is proposed in this algorithm theory, for the quantization of the improving grade of comprehensive performance brought by different optimized frequency. The performance of new optimized frequency is finally determined by the performance of the cellular radio network interference matrix, so the new proposed traffic carrying capability evaluating and comparing algorithm in cellular radio network provide a new theoretical approach to study and analyze the performance of radio interference.The second part our kernel, having a research on how to make the maximum traffic carrying capability in cellular radio network, by providing new efficient optimal theory of cellular radio network interference matrix algorithm. The cell weighting vector algorithm based on measurement statistics and the time division multiplex of statistic traffic peaks theory are proposed in this part. The cell weighting vector algorithm is proposed to improve the radio traffic carrying capability efficiently, according to radio traffic uneven distribution. The concept of time division multiplex of same frequency in intra cell is developed to use in inter cells in the time division multiplex of statistic traffic peaks theory, to improve the radio traffic carrying capability efficiently. And the combination of the time division multiplex of statistic traffic peaks theory and the cell weighting vector algorithm based on measurement statistics can get further improvement of the radio traffic carrying capability.The main research work in third part focuses on the location area planning and optimization problem (LAP). The aim to fine the optimization solution is to give a highly efficient mobility management of the user terminals in cellular radio network. The engineering practice of the cellular radio network planning and optimization indicates that much of extra signing traffic will be introduce with the location area plan lack of optimization. And it means not only lot's of precious radio resource (more SDCCH resource will be used in LA update or paging), but also the CPU resource of base station controller and mobile switch will be wasted. And so, it is of great importance to do research on the LAP optimal algorithm, to improve the operating quality and efficiency of the whole mobile telecommunication network.The global optimal solution can be found after an enough long time, when using a traditional simulated annealing (SA) optimal searching algorithm. But the convergence direction is hard to decide and the convergence speed is very slow when dealing with a very large network, which has thousands of cells. And the global optimal solution is hard to approach when using a heuristic structured algorithm, though it could converge in time. A LAP optimal algorithm is proposed in this part, which combine the structured algorithm with SA algorithm. A new concept of location area element (LAE) and its corresponding LAE correlated aggregation algorithms were proposed in a new structured algorithm, to compress the solution space of location area planning or optimizing efficiently, with the full utilization of the handover statistics prior knowledge from mobile telecommunication cellular radio network, which could ensure the convergence direction to the global optimum and speed up the convergence process when searching the optimal solution in the compressed solution space.The study object in this paper is the GSM cellular radio network, and a series of new concepts and corresponding algorithm theories are proposed. And these concepts and optimal idea of these algorithm theories also can be used in other model's mobile telecommunication system design and the cellular radio network optimization.
