Wide Automatic Test System(WATS) combines the technology of measurement, computer and communication, so its development is always related to the newest progress of Information Technology(IT). In recent years WATS is facing the reformation in terms of hardware and software with rapid the technology progress in microelectronics and microprocessor. In this paper Automatic Test System (ATS) has been extended into WATS by means of mobile communication platform, and Measurement and Control System based on WEB is made-up on the basis of applications requirement.WATS is the concrete practice of much new technology fusion. This paper expounds the characteristics of GPRS (General Packet Radio Service) and the manners of composed net. Xenoplastic nets linked with each other are the main point. The software and hardware design of System Controller based on embedded MPU(Micro Processing Unit) is introduced, and embedded WEB and embedded XML are realized. The difficult problem of the equipment Time Synchronization has been solved, and the accurate net delay model is put forward. The massive data that provide the video display are organized and administrated. The paper also proposes a new instrument WEB Measurement and Control scheme that is based on the XML network data transmission technology and component technology. The scheme overcomes a series of traditional WEB System shortcomings.The paper has introduced the applications of this system in PCM and WCDMA performance testing. Form the perspective of attaining the goal; this system has achieved far- controllable, expansible, secure, efficient performance.
