. The digital television (DTV) has been developing rapidly since its emergency. Now it has become one competition emphasis of high technology. Our country also popularizes digital television, and tries out the FouShanN QingDao and HangZhou patterns. The digital television satellite living broadcasting will be carried out in the near future. All of these developments bring opportunity and challenge for our DTV industry.The DTV system mainly includes source compression coding , channel coding, terminal receiver and display. The existed DTV systems usually adopt MPEG-2 as its source codec standard. But this standard doesn't suit the new generation digital television of our country. On the one hand the lower efficiency of MPEG-2 hardly satisfy the actual requirements. On the other hand its patent charge also prevents its being adopted. The second-generation audio video coding standards grow rapidly, for example the international MPEG-4 and H.264/AVC and our national AVS.AVS is a digital audio-video coding standard completely exploited by our country. Because its kernel is composed of our innovation technologies and some public technologies, so our nation owns its integrated independent knowledge property right. It has.many advantages in comparison with other international standards, for example its compression efficiency is higher than MPEG-2 by 2-3 times and similar to H.264/AVC; its complexity is much lower than H.264/AVC; the simple one-station permission policy is adopted to solve the royalty fee. All of them make AVS turn into the best candidate of our national new-generation digital television.The channel part of above spead patterns adopts DVB channel techniques. And the receiver terminals usually integrate conditional access system with host computer, which are binded to be managed. This may cause the separation of market and local monopoly, so the "separation of machine and card" scheme emerges. It can solve the above questions, yet can't deal with all.Whereas some questions still exist and some techniques can solve them, a new-generation DTV system based on AVS is developed in this dissertation.
