With the rapid development and popularization of Internet technology, software system has been in a new form of flexibility, multi-goals and continuous reactions. Software entity has become autonomous, proactive and self-adaptable. The way of connection between software entities has become multiple and dynamic. And interconnection, interaction and coordination between software entities has become reality. Software is considered as a service under Internet resource rather than a product. The idea of service oriented has been popularized.It is a serious issue for persons to devote themselves to software development how to develop service-oriented applications. The current technologies of software development are not capability of fulfilling this requirement though they can do well in some aspects. Therefore , a new paradigm is needed to satisfy this situation. So , we present a concept of web components in this paper.In order to establish a web components model, the author has done much research work on the web components on the basis of analyzing the respective features of current software development technologies and the basic elements of service-oriented architecture , which includes the concept system of web components, the mechanism of behavior specification, a semantic description method of web components , and its application to the water resources domain modeling . Following are the main contributions of this thesis:1. A concept of web components is presented and a conceptual model of web components is built. With web components, service-oriented applications can be developed.2. Considering the autonomous and self-adaptation features of web components, a logic framework to analyze the inference mechanism of web components is established on the basis of mental attitudes .3. A principle of behavior dynamic reconfiguring of web components is proposed. And this has made a foundation of dynamic composition of webcomposition and dynamic tailoring of web components.4. An semantic description approach to web components is given by extending OWL-S.5. Combining the features of water resource domain, an approach is presented to model web components within water resource domain. This can also provide great convenience to establish the technical standards of the software technology in the water resources domain and to promote application of the web components in water resource domain.
