In December 2001, Taiwan and Mainland China have both entered World Trade Organization (WTO) that consolidates the local area economy into the global economic system. In this historical economic transformation, the cable TV industry was also declared for globalization. Facing the divergent politic and economic environments of Taiwan and Mainland China, the cable TV development, which is especially advantageous for metropolitan, is also different. In this thesis, the current situations of the cable TV industry in both areas of Kaohsiung and Shanghai at the cross strait will be comprehensively investigated for understanding of the developing prospective. Thus, the objectives of the investigation include:The characteristics and differences of the cable TV industry between the strait ends.The impact and effect of cable TV industry after joining WTO.The strategy of management of the cable TV industry in Kaohsiung and Shanghai.The suggestion of development for the prospective cable TV industry.From the investigation, foreign capital cannot run cable TV industry in Mainland China since Mainland China entered WTO. However, foreign capital cooperates TV programs with Mainland China that it wants to enter running cable TV industry of Mainland China. On the other hand, foreign capital already has entered to run cable TV industry in Taiwan; it does not change a lot since Taiwan entered WTO. But, foreign capital has more influence on running of TV channels after Taiwan entered WTO.Basically, it is realized that cable TV is a capital-intensive industry, which has to be maintained under the huge cost of transmission hardware and program channels. However, the distinctiveness of cable TV between the strait is 9significant, e.g. the channel cost is contrasting. In the structure of cable TV in despite of the cross-strait individuality, the transmission media comprise wide band technique and digital contents. Therefore, the cable TV is not merely a program broadcaster, but also provide digital video, cable phone, information services and so forth.The management of the forthcoming cable TV industry is thus dependent with the market growth, and moreover influences the wide band development and competition among industries. Therefore, the cable TV manager has to learn how to combine the resources in order to take advantage in the coming 3C (communication, contents and consumption) wide band era.
