Metadata-based Information Integrated Management And Sharing System

Human society is changing from industry society to information society. Information brings more and more important influence. There are three resource in the world: matter, energy, and information. A.G.Oettinger (Director of Harvard University Information Resources Policy Center) : "Without materials, nothing exists; Without energy, nothing happens; Without information , nothing makes sense" . For information, it is no use if it can' t be used or transmitted. Up to now, the using of earth data is very limited.In spite of the great need for that information, the vast majority of those images have never fired a single neuron in a single human brain. Instead, they are stored in electronic silos of data. We used to have an agricultural policy where we stored grain in Midwestern silos and let it rot while millions of people starved to death. Now we have an insatiable hunger for knowledge. Yet a great deal of data remains unused. (The Digital Earth: Understanding our planet in the 21sl Century, by Vice President Al Gore)For the distributed mass data resources and various data formats, it highly demands the essentiality of integrated data management system and information sharing system. It shows the necessity as below:1. the requirement of sustainable development.2. the requirement of science and technology development.3. the supporting of computer hardware, software, mass data and people.The integrated data, integrated management and information sharing system of which based on metadata theory are studied and discussed in the dissertation. The integrated management of structured data and non-structured data, the information sharing system of differentformatting and different source data, and the "Digital Chengdu Information Integrated Management System" were developed. The innovation of the research are:1. Improved metadata management and organization according to the classify of integrated information and based on metadata theory. (1) The generality and difference of structure data and non-structure data were analyzed; (2) The district metadata standard frame was made according to the actual conditions of Chengdu; (3) The three metadata structure of organizational management was adopted: metadata section, metadata entity, and metadata element. Metadata element is basic information unit of data. Metadata entity is the set of congener metadata element. Metadata section is set of interrelated metadata entity and metadata element. In the same section being centralized, there are two entities namely simple one and compound one. The simple entity only includes element, the compound one includes the simple entity as well as elements. There are inheriting relations between the two entities and the elements formed by the two entities.2. The information mining technology based on agent was proposed, and the integrated data management was designed and developed. With the help of intelligent search tactics modeling, the quick search of metadata base, the quick download of the data, the mutual preview of the data and information cache were realized.3. The research is to interview many kinds of scattered datum sources treated as one information source, that is to access of scattered and distributed structured data and non-structured data by using metadata.4. The basis of information sharing platform of metadata was set up. The construction includes application layer, integrated layer, switching layer and data layer, the service platform for information network, interconnection, information resources foundation of resource-sharing. We call this platform is Digital Chengdu Integrated Information Management System. It tries to combine, share and integrate the information of each department professional field to the maximum extent, tries to offer fast, integrated and various kinds of succinct informationservice to government, enterprise and masses, tries to realize the informationization, networked, melts and intelligent visually of the city finally.
