Through twenty years' developing, the rank and affection the Internet achieved are different from other technologies advanced in this and last century achieved. The Internet has become more and more giant, more and more complex with being applied extensively and in depth rapidly, which makes it face with serious challenges. It is necessary to obtain performance data correctly and effectively for well designing, managing and applying network. Performance measurement technology is the only effective way to obtain performance data correctly and effectively. It obtained network's correct performance characteristics by measuring the available bandwidth, delay and lost of packets, and monitoring the congest and traffic fluctuation etc. It is the base of designing, managing and applying network and very important for them.The Internet's scale increases exponentially from the birth. So it became more and more complex to measure and analysis network's performance or manage and maintain network. In addition, a part of the Internet is built or managed b an Internet Service provider, organization or institution, which means that it is very difficult to collaborate between them. Now performance measurement technology has become a pinch point of network technologies.The author has researched and sought deeply the performance problem ofnetworks recent years and obtained some achievements. This paper aim to help us appreciate performance measurement technology of networks and its applications.The multicast-based network performance measurement method dose not require collaboration of different Internet Service providers, organization or institution, and probes are sent with mulitcast format, which is scalable, so it is better than others. This paper researched and sought this type of measurement method deeply, advanced a new multicast-based network performance measurement method, not only reducing the time complexity, but also diminishing the probability of aggravation load on networks.Many packets are transmitted with multicast on multimedia information networks. We try to measure performance characteristics of multimedia information networks with this new multicast-based network performance measurement method, which alleviates the load to networks further, and apply this new method in quality of service controlling on multimedia information networks.Computer system is an indispensable part of network. We still explore performance measurement of networks and computer systems on local networks. Scheduling policy is very important for distributed and parallel computing, a new scheduling policy on distributed memory systems based on the performance measurement mentioned above is advanced in this paper. Experiment results showed that this scheduling policy is effective and practical.It is an important part of this paper to apply the achievements obtained inperformance measurement of networks binding with parallel processing technology to solve the problem of electromagnetic radiation from electric large complex objects, from which we can know the value and significance of performance measurement of networks further. This part is a summarization of the achievements the author obtained during finishing the application part of a project of the ninth five years plan-parallel algorithm and its application in electronic systems. The author accomplished the application project with the obtained achievements in performance measurement of networks successfully. The project was verified and its achievement in application was given international advanced grade.
