Diversity is the inherent need for the development of high school education. The paper probes into the solution to high school education's lack of diversity during its popularization.Having been developing for 400 years, secondary education has turned out to be of great diversity, which can be a historical reference for the development of China's high school education, which is undergoing its popularization stage. Needs resulted from social and human development are diverse, but present difficulties in selection otherwise reveal the internal conflicts during the development of high school education. Through policy tracing, the paper focuses on the "view of high school development" deep in educational policies. By comparing policies and their execution, it is found that overall concerns on the development of high school education lead to a directed growing view embodied in action strategies. Content and advanced achievements in quantity have been made, whereas connoted diversity requirements in structure optimizing, quality improving and efficiency increasing fails to catch up. To solve this problem, high school education should be developed as an open system with diversity, under the guidance of sustainable developing concept. The paper concentrates on analyzing educational diversity from aspects of school type, feature construction, subject composition and educational services, and then proposing alternatives.The basic assumption of the paper is that, the enrollment rate is not the actual pursuit, though this attributes not only to China's ingrained tradition in education, but also to the under development of education in type, content and service. Single education mode can only result in blind pursuit of the enrollment rate. Nothing but diversity can facilitate the adapting between the education system and the overall circumstances, change the exam-oriented education mode, thus meet the diversified needs of social and human development.Main points and relevant conclusion of the paper are as below:1) Determining the development phase of China's high school education. Research shows that China's high school education is being popularized. Different development phases of education are classified base on indicator such as enrollment rate and feature. However, numeric and non-numeric indicators vary in different phases in the research, which shows the contradiction and conflict embodied in the development of high school education.2) Studying the gap between the written policies and the execution. Policies on education development are in fact facilitating growth in scale, which causes irrationalism and abuse of planning. Excessively concerning with the scale constrains growth in quality.3) Pointing out the necessary change of the view on education development. High school education faces qualitative transformation in the popularization phase and the informationization era. Its democratic function and educating value should be realized with high quality, however, the education resources are limited. Therefore, education should be oriented on human development, be aware of the harmony between human and nature, thus improve the quality of education with limited resources under the guidance of sustainable development.4) Putting forward strategies to promote the diversity of high school education. Base on the principle of functional completeness, develop a new type of high school system, combining school features with regional characteristics, offering diverse options in subject composition, and giving support to education of special groups, with typical example that children of mobile population should have the same opportunity to take the uniform exam.
