Through studying the history of science and technology, Minton Yuasa found that the world scientific center had shifted once every 80 years since the Renaissance. Italy, Britain, France, Germany and America had become the scientific center successively. This phenomenon has been the focus of study in academic circles. This thesis tries to reveal relations between the higher education and the scientific center. Through studying, we can find that the formation and development of the first-class universities is an important reason of the shift of the scientific center. In the course of the shift from France to Germany, then to America, the first-class universities maintained close ties with science and technology,and they helped each other forward. To forecast the next scientific center is diffcult because today's world scientific center is still in America and we have not seen signs of the shift from America to other countries. There are numerous first-class universities so that America can keep the position of the world scientific center over a long period of time. Trying to become the center of science,many countries are competing in building first-class universities. If our country tries to become the world scientific center,building first-class universities will be a certain choice.
