China is a large agricultural nation in the course of industrialization, whose "counties (districts, banners, cities)"are the basic units on which our national economic society depends to develop. Along with the establishment and improvement of the management system for rural compulsory education, "the counties" are playing a more significant role in the development of education, which has a closer relationship with the local economy and civilization. Consequently, there is a real need to promote the intra-county education by establishing the supporting system to cultivate the intra-county teachers' profession. In addition, it is also one of the most important foundational tasks concerning reform and development for China's basic education. This dissertation mainly deals with these questions, aiming to discover the main rules about the supporting system of the intra-county teacher' professional development and provide the academic support for the corresponding education policy.Based on the system theory and comprehensive research on the present situation, a brief introduction is given to the questions and tendency of teachers' professional development. This dissertation adopts a systematic collation, comparative analysis and comprehensive research on the system theory and practice, designs its structural and operational mechanism, and finally brings forward ten guiding measures to take. The full dissertation consists of seven parts.The first chapter mainly introduces the background of the research at home and abroad, and analyzes the present situation of establishing the supporting system of the intra-county teachers' development, which lay the foundation for further study.The second chapter studies the theoretical foundation of building the teachers' development supporting system and finds its laws from the theory angle and forms its theory frame.The third chapter makes a systematic analysis and research on American, English, Japanese and French teachers' development supporting system and sums up the experience of advanced foreign teachers' development supporting system to draw on.The fourth chapter introduces the practice exploration pattern of the domestic and foreign teachers development supporting system construction, and looks into the progress, questions and the developing tendency of the system to search for its origin from the practice angle.The fifth chapter, combining Shandong Province W County's practical situation, basically analyses the main factors which affect the intra-county teachers' development from all angles, macroscopic and the microscopic, the education system, the interior and individual as well as three dimensions of the system, the structure and operation.The sixth chapter studies the construction situation of Shandong Province W County's teachers' development supporting system by the way of using the facts and proofs, analyses the present situation and the unsolved questions of the intra-county teacher development supporting system from four dimensions of the system, the structure operation and individual by combining systematic investigation. and then a conclusion is reached to provide the practical basis.The seventh chapter puts forth the system structure, ecological attribute, operational mechanism, as well as the implementation and safeguard measure of "four-in-one" intra-county teachers development supporting system, and puts forward the corresponding proposals respectively from the government, education administrative departments, teacher training agencies, schools and so on.The problems studied in the dissertation originates from practice. It is hoped that the conclusion in the dissertation can be used to guide the construction of the intra-county teachers' development supporting system so as to give an example to the city development supporting system construction.
