The Institution Innovation Of Higher Vocational Education

Shortage of high-skilled workforce is a main bottleneck of economic development. As a country with a large population, how to transform the rich population resources into the human resources to meet the demand of social production and services is what we need to study. Higher vocational education assumes the task of cultivating the applied-type talents working on the front-line and its full-time graduates is the back-up candidates of high-skilled workforce. At the same time, its part-time further education provides continuing learning opportunities and means for high-skilled workforce or who is about to become highly skilled workforce.The development of higher vocational education is influenced by Institution resources, and each time the institution of innovation would have an important impact on the higher vocational education.From the perspective of the social background of the shortage of highly-skilled workforce, this paper analyses the literature of institution innovation about the higher vocational education system; And in the view of cultivating high-skilled workforce, it makes a research on the institution innovation through three main lines.The first main line is the theoretical basis of the institution innovation about the higher vocational education. The paper analyzes the content of institution innovation from the institutional change and the content of institution innovation of the higher vocational education. With the tools of institution economics, the paper analyzes of the content, the path dependence and shortage of institution innovation in higher vocational education, and put forward the selection of its path and mode.The second main line is the cultivation of high-skilled workforce. From the analysis of the basic content and typical cases, the paper discusses the laws of high-skilled workforce; and through the inspection of the growth of existing high-skilled personnel, it analyzes the obstacles of its training. The third main line is the institution evolution of higher vocational education and its role in the growth of high-skilled workforce. In this part, the process of the evolution on higher vocational education institution and the change of its function are analyzed; the role of the higher vocational education in the process of cultivating high-skilled workforce is explored; the weaknesses of higher vocational education about developing the high-skilled workforce and the institution difficulties are also analyzed.On the basis of what mentioned above, the paper made a study of the dynamic mechanisms of the institution innovation, and pointed out that the research about the institution innovation of the higher vocational education with the view of high-skilled workforce includes two levels: macro-levels and micro-levels. This paper also explores the practice of institution innovation on the enterprise-college cooperative education in the field of higher vocational education.
