Discussions on Chinese higher education industry come inconjunction with the progress of economic reform, and generallykeep pace with the establishment and development of thesocialist market economic system. The modern society productsinclude physic products and services products (Spirit-relatedservices products, and non Spirit-related services products).The products from the higher education industry that belongsto tertiary industry are so called Spirit-related servicesproducts that satisfy human's spiritual and intellectualneeds. The demonstrated properties of production and scaleproduction properties of higher education industry are thetheoretic premise and practical foundation for theindustrialization of higher education. Industry is a staticmode, while Industrialization is a dynamic process.Currently higher education industrialism has beenrecognized by the Chinese government and industry statistics.However, because of mistakes in theories and confusions inpractice, the current progress of higher educationIndustrialization has subjected to varies queries. Thisdissertation thoroughly defined and justified some re]atedvalues. The public benefit means that education should serveall members in the society, enhance the commonweal of thesociety. The policy of high allowance or free higher educationwill in fact resu]t in an unfair effect that the rich take themoney from the poor. The promotion of higher education industrydepends on the realization of its public benefit. On the otherhand the industrialization of higher education will help to realize its public benefit. The advancement of higher educationindustrialization does not mean releasing the government'sresponsibility of investing in education. The ultra goal ofhigher education industrialization is the comprehensivedevelopment of people.Pushed by the powerful market force, Chinese highereducation industry has taken crucial steps. The government hasplayed a leading role by providing necessary policy andlegitimacy. The reform in higher education system has largelycleared many institutional factors that prevented theeducation organization from becoming market players. Theexistence of higher education service market, labor market,technology market and capital market demonstrates that themarket mechanism has gradually become the fundamental forcethat allocates the key resources of higher education. The costsharing system of higher education has been recognized by thewhole society. As the pioneer of Chinese educationindustrialization, the private higher education is booming intoday's china.In the late 70's in 20th century, trends of privatizationstarted in Britain's higher education. In the mid of 80's,public higher education system in OECD (Organization forEconomic Cooperation and Development countries) became moreand more market-oriented. This trend peaked in the 90's, andbecome an important concept in the worldwide modern highereducation systems. These countries generally adapted certainpolicies for industrializing their higher education, such ascost sharing system of higher education, introducing marketcompetition, introducing more private schools, commercializing R&D products and managing international higher education tradeservices. Thriving higher education industrialization coexistswith the development of higher education.The reform in higher education itself is hastened by themarket-oriented system. The force of the market economy isneeded to solve many current issues and drawbacks that inherentfrom the traditional higher education system attached to thegovernment. Decision-making power of university is thefoundation for industrialization of higher education. Thestrength of the market economy depends on the mature marketplayers and their survival market rules. Goodgovernanceprovides a new perceptive for us to better understand thegovernment's role in higher education. In the process of highereducation industrialization, the government's mainresponsibilities include constructing and maintaining soundmarket economy rules, reinforcing education guidance andevaluation, protecting the legal benefits of the educated,providing compensation and subsidy for the Vulnerable groupsin higher education. Market economy is the best expression ofhumanity in economy. The most dynamic universities in China arethose who have strong entrepreneurial spirit, and the revivinguniversity spirit is the result of market economy. Theuniversities will truly flourish when the universityentrepreneurial spirit blend with the university spirit, andrecognize each other as well.
