Since the Opening-up, under the influence of economic globalization and world varieties, social change and economic transformation have made the society change a lot., The change puts forward new requirements to higher education, The change challenges higher education in several new aspects: first, the number increase of talents cultivation; second, the diversity demand of talents cultivating types; third, the rapid change in the demand of talents cultivating types. To satisfy social need and make universities more active adapt the change of economic society, national higher education administration system has undergone the reform called "To loose the right and return it to the school". The increase of university autonomy power of managing school, the enlargement of enrolment and the merger have led to the complexity of university complexity and new problems of university development and management. So, the present strategic management has not met the requirement of outer environment change and realistic demands because of inner complexity. How can we manage universities to meet the requirement of higher education and guarantee universities develop better? This has been the realistic problem between theoretic research and practical exploration of strategic management. Thus, the research has its theoretical and practical values.This paper interprets the complexity of the outer and inner environment of strategic management in universities, and understands the development progress of university organization based on the viewpoint of evolutionism. And it also gives some reflection of philosophical basis of university strategic management, and reexamines university strategic management process. At last, this paper suggests strategic design management be changed to strategic management model based on complicated evolutionism. The research holds that the development of universities follows the rules of evolutionism and the evolution direction can be predicted according to university organization and evolution rules. Besides, the factors that influence university evolution are changeable, but it is regular in a certain period of time and the influence of occasional factors can be handled. And it is possible to carry out strategic plan for university development, however, it is not for an explicit aim but for planning a "possible space". The enforcement of strategies is not a mechanic link but an adjustment to the change of environment and the effect of the enforcement in the space of strategy design. In addition, this paper points out that strategic plan, strategic enforcement and strategic evaluation are not independent, instead, strategic management should be considered as a dynamic, integrated and functional evolutionary process which is composed of strategic plan, strategic enforcement and strategic evaluation. The process is linked up and merged with each other as a whole under the effect of recycling.This paper aims to provide a clue to change strategic plan management to dynamic and strategic management model, and describes more possible situations of university development with strategic space so as to provide an active space for the carrying out of strategy plan. Meanwhile, it provides new reference system for the enforcement of strategic management by changing the dependence of the enforcement process into the dependence of diagrams and creation. What's more, it also constructs the evolution model of universities for administers to grasp the way to university development of universities from the whole.
