Network education has been developing very fast since mid-1990. However, moral education is not so effective in the form of network education, which resulted from the learning environment, ways of study, organization and interaction. Therefore, it is necessary to build up a new system comprised of content, mode, method, supervision and assessment system in order to promote the development of network education and ensure the teaching quality.Based on the questionnaire, interviews and survey on the network in five universities (China People's University, Qinghua University, Zhongshan University, South China University of Engineering and South China Normal University), analysis with SPSS, the study proves that moral education quality is declining and the main causes are analysed. With this, this article suggests setting up a self-regulated learning system combining the self-learning theory and other education theories.The system for moral learning is built on the basis of the system theory consisting of contents, mode, approaches, supervision and assessment. Taken into consideration of the features of network education and self-learning, the content comprises the good habits and good behavior, basic moral qualities, good citizenship and beliefs, a mode is set up based on the network international classroom, community education and a virtual classroom, etc. Asystem is built on the platform of internet consisting of BBS, E-mail OICQ and V-C.A self-supervision system is built comprised of self-record, self-score, and self-question with the learners and the activity as the subject of cognition. An evaluation system is set up in consideration of abilities and the process.The study shows that the key to deal with the declining in network moral education and to promote the network development is to set up the self-learning system comprised of content, mode, approaches, supervision and assessment. The system is not only innovative in theory, but also of practical significance.
