Several factors within and outside higher education system comprehensivelyresult in certain structure of regional distribution of higher education. For a countryhigher education institutions and resources should be located and distributed indifferent regions according to different factors and the characteristics of the regions,which is very impoftant to form the reasonable spatial distribution structure of highereducation and bring higher education system into play.Based on the logic of value-driction-structure, this disseftation staris from thevalue analysis of higher education. The values of higher education on Anowledge,society and individual deve1opment are in harmony in themselves, while in realizingthese values they show their competativeness for limited higher education resources.So higher education institutions and resources tend to assemble together in thedeveloped regions on one hand, and on the other hand tend to locate in differentregions evenly.Howevef, in reality, the structure of regional distribution of higher education isformed very complicatedly and affected by many factors. In generaI, these factors canbe divided into non-economic ones and economic one. From the vieWPoint of non-economic factors, Which is free from efficiency the regional distribution of highereducation aims to the educational equity. TO make the balanced regional distributionof higher education come into being, regional compensation theory should be adoptedwhich believes that the regional distribution of higher education is in inverseproportion to the level of regional economy. From the viewPoint of economy, thelevel of regional economy influences the regional distribution of higher education.Higher education in developed regions in economy is relatively deve1oped. At thesame time, the regional distribution of higher education must in harmony with thedevelopment of regional economy and make for the regional economic advantages.Therefore the advantage theory from the economic factors is proposed which believesthat higher education should be arranged with a view to fostering regionaldevelopmeflt advantage.Since the establishmeni of our country, the govemmellt implemented differentstrategies of higher education according to different economic and social developmentstrategies. During the period of balanced development strategy, the governmentadjusted the regional strUctUre of higher education and laid a fOundation of the laterdevelopment. And during the period of non-balanced development strategy thediscrepancy of higher education in different regions tended to be enlarged. But nomatter in which period, the overall pattem of higher education structure in our country,i.e. more developed higher education in eastern region than in middle and westernregions, didn't changed and non-balance is its obvious feature. After theestablisIunent of our country the large-scale adjustment of the spatial structUre ofhigher education were mainly implemented by the govemment and showed the strongintention of the government. Whereas historic ana1ysis shows that the structure ofregional distribution of higher education is affected by many factors and related to thelong-term historic developmellt.The regional distribution of higher education in our country is very unba1anced atpresent. This kind of structUre has its necessity and rationality. But the unbalance ofthe spatial structllre also brings about the problems of unequal higher educationopportunities and the ma1adjustment of higher education and regional economy inview of the urgent need of the nation fOr higher education, the seeking of the societyfOr democracy and equity and the need of regional economic development fOr talentedpersonneI and intel1ectua1 supports.After 20-year-of innovation and openness, the political and economic systeminnovation, the rapid development of economy, the infOrmationization of the societyand the development of hig...
