The basic contradiction of China's higher education is that "a poor countryhas to support a large educationaI system", i.e. the contradiction between theurgent need of the public for higher education and the shortage of publicfinancial resources. The basic way out is to make full use of non-governmentalinvestments, so the issue of higher education industry has aroused greatconcem of societyHowever, the development of education does not merely relate toeconomic aspect. The policy to expand non-governmental investments inhigher education will produce far-reaching innuences on the whole society inChina. which should be made on the basis of scientffic theory The dissertation,as a theoretical study of the decision on non-govemmental investments,focuses on this issue of general interest, aiming at studying the social base ofnon-governmental investment in higher education and its wide and possibleimpacts on society from the vieqoint of education and society It's also across-subject research using the theoratical achievements of several subjects.The first chapter of the dlssehation studies the philosophy of non-governmental invesboenta in higher education. It's believed that highereducation institutions could not stick to their own conventional ideal withoutpaying any attention to the status quo of social development. If so. they will notbe able to get sociaf investments, pt the same time, the non-governmentalorganizations that invest in higher education should not make the universitiesgive up their essentiaI ideal, or the universities will not be universities inthemselves. So the contradiction and conflicts between higher educationideals and the needs of non-governmental investors must be coordinated andsettled.The Second chapter of the dissedehon analyses the economicimpetus of non-governmental invesboent in higher educahon. Researchshows that the overall benefits of higher education have given a soundexplanation of the keen needs for higher education in China, though theprivate profit of higher education is quite low. The "production" of highereducation must be socialized and marketoriented. Only in this way can non-governmental investors find their proper way to invest in higher education.Meanwhile, non-governmentrun universities also need the public financial aidand the support of policy to gain a large amount of social invesboent.The third chapter of the dissehahon deaIs with the psychologicalcharacteristics of non-govemmental invesboent in higher education.BOth the national psychologicaI needs fOr higher education and the culturaIfeatures are the favorable aspeCt8 to non-governmental inveStment. NOWthere is the right social psychology fOr expanding non-governmentaljnvestment, which the poIiCymak6rs should make fUll use Of to make decisionson higher education.The fOurth chapt6r devotes tO the socjologic anaIysis on the non-govemmental invesboent in higher education. lt's held that to expand non-governmental inveStment in higher education wiIl increase empIoymentinStead Of unempIOymeot. However, att6ntion should be PPid to its side effeCtson sociaI mobiIity and social grad8tion. The social equalty can only be kept bypowerfuI financial support policy as a suppIement to non-governmentalinvestment. The existing stFuCtures of the f8milies and population in China areone of the most f8vorable conditions tO increase non-govemmental inveStment,which we shouId take fuIl advantage ofThe nfth chapt6r deaIs with the political base of non9overnmentaIinvesboent and ita possibIe inffuences on politics. It's concluded that theexpansion Of non-governmental investment wjlI not exert the unfavorabIeeff6Cts on sociaI politics if only the poIicies concerned are reasonable andappropriate.
