Ethics is a science about morality. Morality concerns people's value judgment and behavior choice. PE teaching's process and the construction of teaching environment need to judge the value. And the ultimate goal of PE teaching is to foster people's good moral character. Base on these reasons, PE teaching must conform to the ethical way. So it is necessary to study the PE teaching according to the rules of ethical. In this paper, the PE teachers'teaching ethics and the developing of students'moral character are researched from theoretical and empirical points of view, with research methods of literature review, observation of education, questionnaire and mathematical statistics, etc.The ethical nature of PE teaching is based on the PE teaching's life characteristic, educational nature and the nature of intercourse. PE teaching ethics changes with the development of society, and the ethics of PE teaching shows different characteristics in different historical stages.PE teaching process is a process of a judgment of value. And therefore the process must be subjected to various regulations. The teaching regulation contains rich ethical implication. It mainly including humanitarianism, teaching freedom, justice, respect, responsibility and care.PE teaching environment also contains ethical implication. Basis of ethics on evaluating PE teaching environment is the student's present personal safety, physical and mental health as well as the future growth. The ultimate purpose of PE teaching ethics is to raise students' moral character.According to the characteristics of PE teaching, the purpose of PE teaching is to cultivate students'cooperation spirit, competition spirit, sense of responsibility, volitional character and consciousness of rules.In order to observe ethics of PE class, PE observation scale is designed. The current middle and primary schools' PE teaching ethics present situation is observed. There are significant differences between different seniority of PE Teachers' teaching ethics performances; There are not significant differences between PE Teachers' teaching ethics performances in the different type of school; There are not significant differences between middle school PE Teachers' and primary school PE Teachers' teaching ethics performance; There are significant differences between PE teaching material environments ethical performances in different type of school. There are significant differences among humanities environment ethical performance in different teaching content of PE class. There are significant differences on the point of awareness of the rules about the performance of class moral character in different school. There are significant differences on the six points of students'performances on cooperation, communication, and overcoming difficulty, finishing equipment, helping and violation of sports rules.Using self-designed scale, the investigator of this paper investigated the current situation of the students' moral character influenced by PE teaching. The students' cooperation spirit, competition spirit, sense of responsibility, volitional character and consciousness of rule under the influence of PE teaching can be migrated into students' daily life. There are significant differences between boys and girls in competition spirit and volitional character under the influence of PE teaching. There are significant differences and there are not significant differences between different Grade in students' cooperation spirit, competition spirit, sense of responsibility and consciousness of rule under the influence of PE teaching.The influence factors and countermeasures of PE teaching ethics were put forward. The influence factors include social political, economic, cultural, and ethical ideas; The exam-oriented education view and biological sport view; PE teacher's moral standards and moral ability. The countermeasures include implement the concept of character education; cultivating humanistic sports view; improving PE teachers' ethic.
