As a regular communication activity, government political news releaseprocess surly follows the general journalism and mass communicationdisciplines. As a municipal activity, it would be considered as a democraticmeans to protect civilians' right to know and political participation.From the theoretic point of view, the research to the government political newsrelease system follows the steps of primary communication researchers whodrop their research interests under the government-public paradigm. Thethesis is trying to uncover the particular disciplines of Chinese governmentunder the government-public interactive paradigm which would make theresearch fairly unique especially in china's market economic socialism system.The thesis use theoretic perspectives of journalism and mass communicationtheories to analyze Chinese government political news communication system.The main emphasis lies on the government communication activities as ainitiator of communication chains and what kind of infection the initiator wouldencounter and how the government corresponds the factors of infection. Allthese issues would become clear under the communication theoreticperspectives.The thesis' theoretic significance lies on that it take Chinese government asthe central object to be analyzed and the government's dual status ofcommunication initiator and media control organization makes the researchcomplicated and more meaningful. Also, the analyses of governmentcommunication would exceed a overall description of the Chinese governmentcommunication module and it would be the practical significance of this thesis.In the thesis, government political news release institutions are divided intothree sections which are idealistic section, regulation section and practicalsection respectively. From the analyses of these three levels of sections theresearch could find the overall status and logical inherence.From this point of view, the thesis reviewed the institutions of Chinesegovernment political news release system in the perspectives ofcommunication, journalism, political science and sociology.First of all, the thesis reviewed the history of government communicationsystem and find that the political news release process is diversifiedaccompanied with social structure's change.At the following part, the thesis analyzes the two pairs of relationships of media environment with the government communication system and the vicissitude ofaudience with the government communication system. The findings of theresearch are that the government media policy, media market environment,globalization and internet development are the motivations of political newsrelease institution change and the changes of audience decoding pattern alsopush the institution forward.The third part of thesis compares the Chinese political communication systemwith American one. And the findings lies on that the formation process of twodifferent systems are also different. The formation of Chinese political newsrelease institution was a kind of top to bottom process other thangovernment-media reencounter process of American government.At the last part, the thesis analyzed the Chinese government administrationideology and administrative actions in the public relation perspective, theresearch finds that the central government's top-to-bottom policy was the mainfactor to promote the construction of political news release system.All these analyses sum up with three basic conclusions as following:Firstly, Chinese government communication mode changed from the one-waymode to two-way communication mode. Secondly, the constructive push ofpolitical news release system was the choice of necessity for Chinesegovernment to push forward the new administrative ideas. Thirdly, theconstruction of the government communication institution would change fromtop-to-bottom process to a interactive balance one.
