Contingent Analysis Of The Irrational Behavior Of The Party And Government Leaders

At present, owing to the influence of some factors like the long-time planned economy and the postponement of political system reform, domestic Party leaders have some problems that prevent them from adapting to the needs of economic and social development in the new period. These false decision-making behavior and corruption phenomenon are called "Party administrative leadership of irrational behavior" in this thesis. The author of this thesis uses contingency theory as a tool to rationally analysis Party administrative leaders' irrational behavior, and proposes the measures and the methods to deal with their irrational behavior.First of all, to meet the key task of this thesis, contingency theory is reviewed and classified on the grounds of extensive study; Secondly, follow the conception of Party administrative leaders and the conception of Party administrative leadership of irrational behavior, from analyzing, summarizing and summing up the performance of Party administrative leaders' irrational behavior, we come to the conclusion that the reasons for the behavior are multi-respect; Then, the author—stands on the basis of the works mentioned ahead—comprehensively studied the inside and outside factors from three respects that effect on Party administrative leaders' irrational behavior. These three respects are: the dross of Chinese traditional culture (including feudal autocratic ideology, the influence of absolute power—"official position-oriented" ideology, the impact of bureaucratic style, influence of traditional patriarchal ideology, the influence of underestimating law and disciplines - the ideology of people-administrate and the influence of other dross in feudal ideology), economic benefits (traditional utilitarianism ideology, money worship ideas, "economic person" hypothesis) and cadre-operating mechanisms (Party administrative leadership oversight mechanisms, leadership performance appraisal mechanism , leadership appointments and selection mechanisms). Moreover, the relation between inside and outside factors is regarded as a kind of contingency relationship. This relationship is not only a dynamic, multidimensional process but also a system weighing process; Finally, on the basis of comprehensive summering-up, dynamic model of Party administrative leadership of irrational behavior is established and the measures to deal with administrative leaders' irrational behavior are listed in the thesis.Briefly, there are two contingency analyses in the thesis: one contingency theory is to analysis the inside and outside factors of Party administrative leaders' irrational behavior; another is to analysis the comprehensive measures to deal with Party administrative leaders' irrational behavior. The relationship between these two contingency theories is corresponding and mutually restrainedThere is no accurate function relationship between Party administrative leaders' irrational behavior and environmental variables. It will come out as a realistic dynamic relationship. Therefore, to prevent the emergence of Party administrative leaders' irrational behavior, some dynamic models of contingency theory are proposed. The purpose is to seek a way to deal with Party administrative leaders' irrational behavior, and meanwhile tries to offer a few commonplace remarks by way of introduction so that others may come up with valuable opinions in the study of leadership.
