Study Of Chinese Communist Party's Governing Infrastructure

On the basis of the historical materialism, taking the Marxism fundamental principle of the Party Construction, centering on the fundamental connotation of the party's ruling basis construction, and according to the consecution of the three interlock (integrating theory with practice, integrating history with real, integrating home with overseas), this paper discusses the basis construction of the ruling of the Chinese Communist at the time of the social transition. In sum, the paper can be divided into four parts.I. The section of theory (the first chapter of the paper)Centering on the logic about what and why, this chapter elaborates three issues: (1) the fundamental connotation of the ruling basis of the party. To this issue, this paper firstly summarizes the different viewpoints of the ruling basis of the party in the academia and then comments on each other. On the basis of the predecessor's study, the writer puts forward his own view of the connotation of the ruling basis of the party. Especially, according to the theory of the validity basis of the political ruling, the writer puts forward the viewpoint that the ruling basis of the party is made up of the ideological basis, the performance basis and the juristic basis. (2) The main contents of the party's ruling basis. On the basis of redefining fundamental connotation of the ruling basis of the party, this paper has parsed the definition and main contents of the party's ruling basis and indicated the interaction dialectic relationship of these main contents. (3) The great meaning of strengthening the party's ruling basis. The paper indicates that strengthening the party's ruling basis is the necessary request of consolidating the ruling status of the party, is the real need of responding to challenges the ruling basis of the party confronted, and is the scientific conclusion summed up form the lesson of the ruling parties overseas.II. The section of history (the second chapter of the paper) This chapter makes an on-the-spot investigation on the history of the party's ruling basis from three stages. In terms of the history of the party's ruling basis at the local ruling time, this paper mainly investigates the history that our party emphasizes building the party on the basis of ideology, expanding the united front, exploring the ruling system and closing the Party-masses relationship. In terms of the history between the establishment of our country and the reform and opening, this paper mainly investigates the complicated history of the ideological theory construction, the economic construction and the democratic legal system. In terms of the history after the reform and opening, this paper mainly investigates the history of developing the party's guiding ideology, enhancing the ruling validity and theory of law and reinforcing its self-establishment. On the basis of investigating the history of the party's ruling basis construction, this paper summarizes four aspects historical experiences namely are the experiences of ideological basis construction, performance basis construction, and juristic basis construction, enhancing the class basis and expanding the mass basis. At the end, this paper summarizes briefly the history of the party's ruling basis construction and forecasts the development trend of the party's ruling basis construction. It indicates that in the foreseeable periods, the ruling performance basis construction will be the most important way to consolidate the ruling basis. However, with the development of the economy and the advance of the mass democratic requirement, the ruling juristic basis construction will be more and more important, and gradually be the most reliable way to consolidate the ruling basis. The ideological basis construction is necessary, but its function as the second assurance will be replaced by the ruling juristic basis construction. III. The section of overseas (the third chapter of the paper)In view of the various kinds of the ruling parties overseas, this chapter takes the experiences and lessons from only the European Socialist Party, the nationalistic parties and the ruling socialistic parties abroad to investigate. (1) The main methods that the European Socialist Party used to strengthen the ruling basis construction. In sum, there are four main aspects: the first is to innovate in the party's theories and guiding principles and to expand its contain. The second is to hasten the development of the economy and to use the achievements to conciliate the mass. The third is to initiate the constitutional innovation and to advance the democratization of the party. The forth is to shape a civil party figure and look for the support from the other classes. (2) The experiences and lessons from the nationalistic parties to strengthen the ruling basis construction. This paper firstly introduces the general situation of this kind of party. Then it takes the People's Action Party of Singapore andInstitutional Revolutionary Party of Mexico for examples to introduce the experiences and lessons from their strengthening the ruing basis construction. (3) The experiences and lessons from the ruling socialistic parties abroad. This paper analyses the experiences and lessons from the Cuba Communist party, the Vietnam Communist party, the Laos People's Revolution Party and the North Korea Working Party from their strengthening the ruing basis construction after the upheaval of the eastern Soviet Union in 1991. (4) A few enlightenments about strengthening the ruing basis construction of the ruling parties abroad. The first is that the ruling party should be good at innovate its ideology. The second is that the ruling party should try their best to achieve the harmonious development of both economy and society. It also needs to win the mass support by its tangible achievements. The third is that the ruling party should establish a democratic ruling system and heighten the ruling validity. The forth is that the ruling should strengthen its self-establishment. Especially, it should deepen the anticorruption campaign. Certainly, this paper also indicates that when drinking in the experiences and lessons from the ruling parties abroad constructing the ruling basis, we cannot just copy it. We should take in the best feature and reject the draff in order to strengthen the ruling basis construction of our party much better. IV. The section of real (the forth and fifth chapter of this paper ) It is the hard core of this paper. This part firstly analyses the effect on the ruling basis construction of the party from the social transition presently in China. On this basis of the effect, and according to the fundamental connotation of the ruling basis of the party, this paper puts forward the ways for constructing the ruling basis to choose at the time of social transition. It can be divided concretely into two small parts as follows:The first part, namely is the forth chapter of this paper. This chapter mainly discusses the effect on the ruling basis construction of the party from the social transition in present China. Firstly, it elaborates the connotation and main contents of the present social transition in China. They are the transition in economic realm, political realm and ideological realm and the changes of the social stratum. Secondly, it analyses the positive effect on the ruling basis construction of the party. At the same time, this paper takes cases for example to demonstrate this point view. For instance, it takes the transition in economic and ideological realm for example to demonstrate the positive effect on the ideological basis construction of the party from the social transition in present China. The other example is that it takes the transition in economic realm and he changes of the social stratum for example to demonstrate the positive effect on the performance basis construction of the party. Another example is that it takes the transition in economic realm and he changes of the social stratum for example to demonstrate the positive effect on the juristic basis construction of the party. Thirdly, it analyses the negative effect on the performance basis construction of the party. There are mainly the weakening of the mainstream ideology, the predicament of achievement validity, the conjuncture of the political participation and the challenges of the changes of the social stratum. At the end, this paper sums up all these briefly.The second part namely is the fifth chapter of this paper. This chapter mainly discusses the problem of choosing the way to contract the ruling basis of the Chinese Communist at the time of social transition. According to the effect on the ruling basis construction of the party from the social transition in present China, on the basis of the fundamental connotation of the ruling basis of the party, this paper indicates that in order to strengthen the ruling basis construction of the Chinese Communist at the time of social transition, we need to try our best to finish four great works. The first is to make a great issue on the basis of tamping the ruling ideology of the party. In order to finish this work well, we should innovate the contents of the ideology, improve the ideological working methods and watch out the non- ideological trend from the west world. The second is to make a great issue on the basis of expanding the ruling performance basis of the party. In order to finish it well, we should take understanding correctly the scientific viewpoint of development and political achievements as the prerequisite, take hastening the development of economy and society speedily and well as the key, and take establishing the scientific accomplishment evaluating system as the assurance, try to accomplish the performance that conforms to the mass interests, wishes and requirements. Simultaneously, we need to reduce the ruling cost, which is the necessary requirement of expanding the ruling performance basis of the party. The third is to make a great issue on the basis of establishing the ruling juristic basis of the party. In order to finish this work well, we should concentrate our efforts in perfecting the ruling system of the party. By this, this paper firstly elaborates the connotation and macrostructure of the party's ruling system. According to this system, this paper indicates the juristic basis of the ruling, which is to innovate and perfect the democratic system in the party, the leading system of Party and government administration ,the multi-party co-operation in exercising State power lead by the Chinese Communist and the system of the masses going into politics. The forth is to make a great issue on the basis of insisting on exercising the state power for the benefit of the people and closing Party-masses relationship. Strengthening the party's self-establishment is of course a very important part of the way to construct the party's ruling basis. Because this problem has been largely studied in the party-establishing academia, this paper will not elaborate it again.
