Since World War two, especially 1960-70s, along with the science and technology progress, the deepening of social division of labor and specialization, and the progression of economic globalization, service industry and trade in service has developed quickly, and their status in world economy raised constantly. However the geographical distribution of the world trade in service is very unbalanced, while the arising of new trade protectionism blocked the process of service trade liberalization. The paper deems that the technical barriers to trade are one of the important factors that impeded and is still impeding the harmonious development of world trade in service. Therefore, in order to speed up the progress of China's service industry and the trade in service, we should surmount the technical barriers in service trade. That's what the paper studied.The paper is organized by nine chapters. The first chapter is an introduction, explaining why I select this topic as the research objective, the major tasks, targets and research methods, as well as the paper's framework. Chapter Two overviews literatures on technical barriers to trade and those on barriers to trade in services. Learning that technical barriers to trade were engendered by standardization, Chapter Three expatiate that due to the particularity and probability of standardization of service trade there do exist technical barriers to trade in services. Besides, this chapter illuminated the possible forms and characters of technical barriers to trade in service. While Chapter Four and Chapter Five illustrate the economic principles of the technical barriers to trade in the model of compatibility standards and the model of minimum (quality) standards respectively, Chapter Six tries to summarize the negative economic affects of standards by traditional methods used in trade analyses. Based on the preceding models, Chapter Seven presents several strategies and statistics to surmount the barriers to trade in services. As an application of the theory included in the above economic models, Chapter Eight analyses the technical barriers to trade in services that China may face. Finally, Chapter Nine makes a conclusion of the whole paper and points out the possible contribution, shortcomings and some directions of future researches.
