Based On China's Agricultural Exports Trade Organization Dispute Management Governance Research

This dissertation holds that the trade disputes in China's agriculture products export rely on both interior and exterior factors. Exteriorly, the related interest groups of the importing countries ask the related department to make trade barriers, in order that their interest can be guaranteed, thus resulting in various trade disputes. Interiorly, the agricultural export market, export corporations and the management of the export market in our country are not mature and perfect, and great distance exists from the main business opponents abroad. At present, all the agricultural export disputes occurring are due to the reasons mentioned above. Hence, to solve this problem, the management should be made according to the interior and exterior factors. Only in this way, can production, organization and the management level of our agricultural products be improved, with which can the aim to reducing the trade disputes in China's agriculture products can be reached.Firstly, by referring to the research findings of political economy, the author makes a conclusion that the trade disputes in China's agriculture products are the result of the inter-action of different interest group in importing countries, the final force-balance outcome from the related producers, importer, and the different political and economic forces from both the domestic and the international deciding the disputes.With the above as the base, this dissertation holds that the "Disputes-Controlling Organization in the Agricultural Products Export" should be established by the agricultural export corporations, related governmental department and the immense farmers. The purpose is by mobilizing and integrating the possible forces, on the basis of both the cooperation and competition, to satisfy the requirement of the-all-and-the-one interest of the importing countries, as well as to realize the "National Value" of the importing countries, thus influence the balance and the contrast of related interest groups and reduce the trade disputes to the minimum. Being the same with the other kinds of trade, the international trade is based on the mutual interest. Though there are many restrictions on the business in the international trade (especially in the WTO), a country will make her tradeoff between the breaking and the obeying of the contract when she is faced with the potential or realistic temptation and finally make her choice basing on her interest.The above mentioned analyses the causes of the trade disputes in China's agriculture from the exterior marketing environment the China's agricultural export facing, the most important of which is the cause analyzed from the view of the political economics. The author points out that when the major producers of the related products in import countries are facing the impact of China's products, they will try to set up various trade barriers through their governments, so as to limit the import of China's products. And their governments will make various trade barriers to maintain their interest, besides responding to the pressure from the interest-related. Whether the trade barriers will be set up, what kind of trade barriers it will be and how to carry out such policy are all directly related to thepolitical forces.Considering the corporation'maturity and the growing up of the agricultural products export market, China is in a stage of transformation of economic system. Many problems exist in the agricultural products export, including the development of the market, the market management measures of the government, and the corporations' ability to compete, many of which result in the trade disputes. For instance, the power to international trade of agricultural products did not open to ordinary import and export companies until 2004.
