Building A Moderately Prosperous Society In The Indicator System And Policy Protection

"Building a well–being society on full scale" was raised by the President Jiang ZheMing at the 16th Conference of CPC. But the urgent question is how to evaluate the well-being society on full scale in theory and in practice. First of all, we induce the well-being society's indicators made by the state statistics bureau at the end of 1990's and some representational indicators at present in different fields. Then, we try to deepen the connotation of the "well-being society" from"coorparate development of man, economy, social and nature". The notion of "well-being society" has always been going after by Chinese people from long time years ago, which was much longer than that of "mordenization " raised by western countries. It put forth the conception of "coordination", "security and healthy", which affect generations at present as well as in the future. "A well-being society" is a social pattern with strong oriental culture and Chinese characteristics. It is also a dynamic society from lower stage to higher one. The most important and most difficult point of it is "on full scale".Based on comprehensive international comparation and comprehention the intention of "building a well-being society on full scale", the thesis adopts some indicators , such as the rate of green GDP growth, per capita income, Gini coefficient, number of authorizations granted per 10000 people, number of lawyers per 10000 people. In accordance with the dynamic character of a well-being society on full scale, the paper set up a group of indicarors using the same indicator but different power weight and data of them to distinct different areas during the process of such a society. The group of indicators insists on the principles of connotation, overplanning urban and rural area as a whole. They must be measurable, comparable, high representative, comprehensive and relative independent among indicators. The group of indicators is composed of population and living quality subsystem, economy development subsystem, social development subsystem, using and protection of natural resources subsystem, 27 indicators totally. After calculating the power weight and data of indicators, the thesis analyzes the process of realising the well-being society on full scale of whole country as well as different places in east, middle and west China. According to the analysis, we can find some problems and distance between reality and target. It is rash and risk to draw a conclusion that area is in or not in well-being society on full scale if we just depend on indicators. what more important is to find problems and conduct them how to solve these problems.Finally, the thesis give some advices on how to ensure realizing the target on policies from four fields, such as ensuring the fast and lasting growth of green GDP, constructing a more open and equal opportunity social structure, modifying fair distribution system, strengthenning democratic and coordinating systems.
