Study On The Chinese Legal System Of Preventing The Pollution Of Solid Wastes In Rural Areas

As Chinese standard of living in rural areas and increasing rural productivity,the rural solid wastes,whether the number of types or quantity has been greatly over the past year.But the prevention of rural solid waste in our country has no major upgrade, the lack of relevant laws and regulations to regulate and promote the prevention and control work carried out,resulting in the rural environment and the health of rural residents have suffered serious damage.At present,the legal system's construction of Chinese rural solid waste pollution prevention and control has a certain degree of development in several aspects,such as guiding ideology,basic principles,the legal system and regulatory regime.Although the long-term management of the process of accumulated certain experience,but there are still many imperfections.For example,the concept of solid waste in rural areas are not clearly defined,and lack of relevant Special laws and regulations,the grass-roots level of solid waste pollution prevention and control management system is not running smoothly and solid waste pollution in rural areas placed imperfect legal system.In order to improve the rural solid waste pollution prevention and control of the legal system,the purpose of writing this article is hoped that through the analysis of solid waste pollution in rural areas and the status at home and abroad related to the analysis of the legal system,to provide some useful suggestions.First of all,this article analyzes the concept of solid waste in rural areas,outlined the types of solid waste in rural areas,and pointed out that the characteristics of solid waste in rural areas is the large number of miscellaneous components,with an area of extensive contamination of three-dimensional objects.Then,this article on the status of solid waste pollution in rural areas is introduced and a brief analysis of the causes of pollution in rural areas of solid analysis.Chapter III presented the legislative situation on the rural solid waste pollution prevention of the foreign country,including Japan,The United States and Germany.It aimed to make up our storages by taking other's advantages and provide a useful experience for improving our relevant legislation.In the fourth chapter,described the state of legislation about the prevention of rural solid waste pollution in China,including the Basic Law,the Single Law,administrative regulations of the State Council,departmental regulations and local rules and regulations and the relevant regulations of other laws,and made an evaluation,summed up the lack of Chinese legislation on the rural solid waste pollution prevention.In this paper,the last of Chinese rural areas to improve solid waste pollution prevention-related recommendations of the legal system.
