| As a part of the broad sense agriculture in our country, forestry is the principal part of ecosystem construction and the foundation of economy and society sustainable development. Quickening the small town construction in forest region to push forward the urbanization process of forest zone, is a valid path to solve the current contradictions of economic and social development existing in forest region. As the same time, it is the necessary carrier to five great changes and realize forestry stride development. By means of research on the construction of small town in forest region, this dissertation provides decision basis and theoretical reference for government and sections in charge of forestry, who will rebuild layout of productive force and adjust productive relation in order to speed up economic development in forest region. This dissertation can give important foundation for perfecting economic theory in forest region, and develop theories of small town construction, and offer systematic support and theoretical guide for sustainable development of state-owned forest region.Under the macroscopic background, this dissertation analyzed the present condition of small town construction as well as its development in the new forestry strategic circumstances from completely new perspective and objective standpoint. Combining with the actual situation in forest region belonging to Heilongjiang province, this dissertation creatively raised the principles and index system according to which small town model in forest region can establish. Also, it researched on the motive mechanism of small town construction in forest region. On the basis of it, this dissertation put forward that forestry development is the strong impetus of small town construction in forest region, industrialization in forest region is its basic impetus, responsibility system of protecting and operating forest resources is its follow-up impetus. Furthermore, it pointed out that creative system is the fundamental guarantee of small town construction in forest region and set up the system frame. Besides the foregoing, this dissertation put forward the principles of programming small town construction in forest region, analyzed and demonstrated its total program. By the investigation into sustainable development of small town construction in forest region, this dissertation set up its index system. Finally, it put forward strategy counterplan of small town construction in forest region. |
