| This study is a subtopic of the consulting project conducted by my tutor, which aims at discussing about the issues about the construction and governance of the community in small town by the case of Jiaze town.With the development of economy in our country, community which is the basic unit of society has vital significance in promoting social stability and building a harmonious society. Construction and management of the community also gradually become the hot issue in theory and practice of community development. As the bridge connecting the city and rural, small town community plays an important role in the whole national economy and social life. At present, the research of community in small town, especially the empirical research is not yet too much. Therefore, this study undoubtedly has some theoretical and practical significance.Adopting deductive logic and case study method, this paper defines what is the construction and governance of the community in the first place, and then analyses how to do it. On this basis, the writer continues to research combining empirical case.Against the topic "What", the writer defines the conception of community and small town community, identifies the characteristics of small town community firstly, and then analyses the objectives of construction and governance of the community in small town based on the literature data. Therefore, the tasks of construction and governance of the community can be made clear.For the "How" question, the writer analyzes who are the bodies responsible for development and build up a mode of cooperation network governance based on multi-agent system. And then, through the perspectives of governance theory, management theory and technique, the public service theory and social work theory, the writer probes into the issues about how these bodies implement the construction and governance and what the roles they should play.With the analysis of "What" and "How" that laid a theoretical foundation for empirical research and the summary of the domestic and overseas experiences from relative literatures, the writer builds up a theoretical framework for empirical investigation.As a small town in south Jiangsu Province, Jiaze Town has developed economy. Meanwhile, there are some rural community factors in the township. In the process of empirical study, the writer follows the rules of case study method strictly. First, the writer takes a general scanning on the target community in the visual filed of elements. After that, the writer uses the "Five Full Coverage" guide line system which is coincided with the theoretical framework aforementioned to survey the construction and governance of the community in Jiaze Town. From within the case, the writer summarizes the successful experiences, points out the problems existed, and puts forwards strategic suggestions to solve the problems.Finally, the writer summarizes the main points in currently construction and governance of the community in small town, including regulating the government functions, building the collaborative relationship between the government and the community, improving the community autonomous organization system, expanding the democracy at grassroots level, strengthening the development of the third sector and market, and paying attention to the specialized construction of community workers.On one hand, the study may bring benefits for Jiaze Town. On the other hand, it can bring theoretical and empirical meanings for the construction and governance of the community in the similar regions of China. |
