Urbanization is the inevitable trend in the development of human society. It is very important to the development and advancement of economy and soceity in china. Urbanization is the radical approach to realize the transformation that the binary economy changing into one item economy, and can solve the insufficency of valid demand. It also the strategical measure to boost the continuous rapid rising of economy. At the same time, it is useful in reducing the income gap between the town and country, boosting the harmonious development of region, protecting the resource and environment, realizing the continuable development and enhancing the international competition.Urbanization is an important strategy that will solve three agricultural problems in the future, the important prerequisite of urganization building is the abundant development of the urban industry. At the same time, the development of urban industry can promote the development of urbanization. Now there is existting a bias between the development of urban industry and urbanization which cause many problems in the development of industry. These problems are: the similarity of industrial inner structure, bad quality of product, low rapid of industrialization. The decreasing of income contribution caused by the first industry makes the continuous decreasing of devotion into agricultural industry by peasants. And because the heavy industry strategy has been carried before the reform, the heavy chemistry and industry have hold a big quotient in national ecomomy, but the development of first and third industry is very slow.The article systemically and roundly analysis the urbanization building and industrial development using the idea and method from theory to practice, from generalization to concretion, from exterior to interior based on the existing research harvest.Firstly, the article defines the concept and styles of urbanization, and discusses the congregate effect, diffused effect, income effect and correlative effect of industrial development in urbanization building. At the same time, the dynamic effects of three industries in the urbanization building are different: agriculture is the basal motivity, industrialisation is the core motivity, and the third industry is the subsequent motivity.And this paper respectively discusses the relationship and co-effect mechanism between the urbanization building and the three industries according to the continuable development theory and harmony development theory based on the scientific and comprehensive developing standpoint, and points out that they are promoting mutually, and developping harmoniously. No one could exist when the other is absent. At the same time, this article discusses the relationship of hbetween the urbanization building and adjustment of industries structure.There are many different modes which can be followed in the urbanization building. This paper analyses and compares three common modes: big urban, little urban and more manner mode, and points out their advantages and disadvantages. According to the special actuality of our country, this paper proposes a new mode: more manner mode based on market. This paper also constructs a selective index system of magistral industry according to the defined principleand goal. Furthermore this paper gets a sequence of industy selection using AHP method.This paper also empirical analyses the development problems of industy in urbanization building in HeiLongJiang province, and points out the actuality of all industies and the system environment which restrict the urbanization building and industrial development. According to this, this paper analyse the effect of system reform, and points that there needs some support and guarantee from the polity, economy, culture and law to create a good macroscopical and microcosmic environment in order to accelerating the industriall development in urbanization building.
