| During the times of economic globalization, the position of a region doesn't be downplayed, on the contrary it's getting to enhancing. A region wants to acquire the development advantage compared with the other one, it must pay more attention to foster the creative ability of the local area. In this process, small business enterprises play a very important role. Therefore, under the economic world in the theoretical way, new technique revolution and the background of our market economy having been set up, it's necessary to explain the problem the inside structure of small enterprise when it grows, the reason that small business enterprise cause the region economy to run and grow normally, the harmony development between small business enterprise and big one, the character of small business enterprise's spatial behavior, the difference of small business enterprise's spatial development ,the source of advantage when competing with other small enterprise, and so on. And on the base, it's significant to probe a developing manner for small enterprise in less developed regions, which have got the very important and realistic meaning for push our countryside region economy to develop steadily and moderately.This article is guided by "The Marxism thoughts of history but owner righteousness with the dialectical but thing doctrine", using the cross of application of economics, behavior, industry geography, business enterprise of geography, business enterprise management and sociology etc, investigating the inner development problem of small business enterprise in region economy. In the way of research method, the essay goes to contact theories with facts, not only plays an emphasis on careful and attentive theory and logical inference, but also makes theactual inquisition and obtains the one hand material. On the basis of those, this research paper draws the following main conclusions.(1) The development of small business enterprises functions much in developing regional economy, promoting industrial structure to higher grade and improving the social welfare. Therefore, the small business enterprise is an important microeconomic foundation. The economic experience has shown that the inequality development of small enterprise is the important factor to enlarge the economic gap between the east and the west in our country.(2) Under the background of globalization, the nation's competition advantage comes from regions, and the region's competition advantage comes from the localization ability of the business enterprise. Because of the elastic character, incomplete advantage and efficient management, which make small business enterprise, acquire many developing opportunities in the process of localization under the background of globalization, to realize to connect with big market in the end, according to the principle of mutual benefit and continuous symbiosis relationship with big business enterprise.(3) In the development of regional economy, small enterprise's spatial behavior shows regional clustering characters, the cluster of many small enterprises is embedded in the social work-net, enhancing the share in knowledge and trust among the microeconomic behavior bodies, then building a new regional net-work, promoting the regional creation, and enhancing of compete advantage .(4) Because of the difference of the origin factors among the regions, there exists unequal character among the regions, which is the important factor that different regions change the different way to develop small business enterprises, in fact, any method to develop small business enterprises is the result to integrate the productive factors effectively, it's very difficult to copy some region's successful model of small enterprise to another region.
