The Political Philosophy Relfection On Modern State Capacity

Competition between modern states depends on the effectiveness of state capacity.It makes state capacity become the core issues of state theory and practice.Globalizationand financial crisis take great challenges for modern state capacity.So it is necessary toresearch modern state capacity systematically.This paper starts from the basic theory ofstate capacity to analysis the state capacity ideology and contemporary demands of inMarxism context.It discusses the problem of modern state capacity construction andbuilding,through reflecting upon the dilemma of state capacity of the modern westernneoliberalism.Firstly,this paper takes modern states as the premise of the analysis onstate capacity.We definite the theoretical connotation of state capacity.We analysisgoverning state capacity,managing state capacity and serving state capacity.Secondly,this paper analyses the state capacity ideology in the context of Classic Marxism andWestern Marxism.And the discussion of the possibility of taking state capacity as thecontemporary appeal of Marxist state theory is made from three dimensions:from stateextinction to state building;from violent revolution to state development;state new rolein the context of governance.Thirdly,the2008financial crisis reveals the dilemma ofwestern neoliberalism state capacity,that is to say, neoliberalism which pursues thenegative idea of state undermines state capacity in practice level,then has become one ofthe important causes of the financial crisis. Therefore,in the era after the financialcrisis,modern state should construct state steering capacity,state governancecapacity,state public service capacity,state innovation capacity and state externalcapacity as the main structure.In the aspect of modern state capacity building,this paperdefines the challenges,differences,function and limits of state capacity building.Itexplores the path of modern state capacity building,that is to say,it takes public reasonas the valuable contemplation of state capacity building;takes the system building as thenorm guarantee of state capacity;takes democracy building as the practice mode of statecapacity;takes ethical building as the moral appeals of state capacity;takes socializationbuilding as the trend of state capacity.Lastly,on the basis of China's reality,this paperanalyzes the status of China's state capacity and takes clarifying the misunderstanding of state capacity,improving the comprehensive governance of state capacity,optimizingstructure of state capacity and building improvement mechanism of state capacity as thecore to build state capacity.This paper researches modern state capacity from politicalphilosophy dimensions.At the theoretical level,it helps to expand the politicalphilosophy view of researching state capacity and it helps to enrich the contents ofMarxist state theory,furthermore,it provides the theory reference for modern statecapacity building and development.In the actual level,it helps to discern and grasp theguidance of modern state governance,it also helps to building and strengthen China'sstate capacity.
