The Study On The Power Of Public Trust Of CPC

As the power of public trust, recent years, it has become a heated topic of research at domestic and abroad, especially in such agencies as the media, judicial, enterprise, government, etc. and have achieved positive results. However, the academic circle has begun researching on the power of public trust of the ruling party.Otherwise, the research has not been deepened or become systematic. It still has much space for research and exploration. Based on the idea, the paper attempts to have a thorough research and exploration of the power of public trust from the practical necessity to promote the theoretical innovation, to expand the research areas and consolidate the ruling position.Unit one of the paper clarifies the basic concepts and the achievements in the academic research, to explain such concepts as public trust, the power of public trust, the power of public trust of the ruling party, and generalizes the constructed parts, the characteristics, function, assesses standards of the power of public trust of the ruling party. Unit two explores the theoretic resource, the paper probes the "honesty" and "fidelity" ideas in ancient China, the "trust" ideas in modern foreign countries, the ideas of the typical Marxist writers as Marx, Engels, Lenin and so on, and especially, the CPC members, Chairman Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao, etc who have been probing the origin of the question. Unit three analyzes the construction of the power of public trust of CPC. From the governing ideas, governing systems and ruling behaviors, to analyze the practice, characteristics and the real challenges systematically of CPC. Unit four surveys foreign countries' construction of the power of public trust of the ruling party emphatically criticizes the trend of the question of the main capitalist countries (such as Action Party of Singapore), analyzes the ways of the socialist countries'(such as Communist Party of Vietnam, People's Revolutionary Party of Laos, Communist Party of DPRK, Communist Party of Cuba, etc.)construction, meanwhile,finds some insights from the foreign countries'positive and negative sides of the question. Unit five, in terms of the ruling facts, puts forward counterplans of CPC to promote the power of public trust, to promote the power of public trust with enhancing people's ideas, to constructe the system protection, to attach the importance to people's capability, to reinforce the social cognition and emphasize the achievement.Unit six, In order to make the conclusion more convincing, conducts the case analysis the city Y of Hunan province party organizations at all levels in ascensing the question. The case takes questionnaire survey, anatomy methods to draw beneficial enlightenment: the scientific theory must be together with the real condition of the local place, molded by the qualified ruling capability, tested by serving the people and demonstrated by the excellent conditions of the party members.By constructing the power of public trust, it will be able to make Chinese Communist Party's ruling mechanism more sound, ways of ruling more scientific, ruling position firmer, and becoming a Marxist ruling party for getting the trust and support from people.
