Homeless Transformation Studies (1949-1953)

Chinese dynasties had no solution to deal with vagrant which is unique group. But when the CPC to power, after just a few years, we make it disappeared for three decades. During this particular period of time(1949-1953), we take Beijing as the center to examine these special social transformation activities– vagrant's remediation and reform. Since the early founding of other campaigns, such as land reform, three anti-campaign,fiveanti-campaign, suppression of counter-revolutionaries, the Korean War which are massive, but because of their size limited to city and the lack of overall planning nationwide, plus,lack of political mobilization and the people's participation is not enough, therefore, this social reform movement was obliterated like small waves in the big waves. Reasons for selecting this research topic is based on the following considerations: First, its historical significance. such a social reform movement of soul, but few people interested. therefore, to restore its historical original appearance and enhancing its historical merits is incumbent on our generation; Second, it's academic value. Vagrant studies is very few. This issue can contribute to the academic excavation of the vagrant; Third, its practical value. Since reform and opening, vagrant issues turn up again, so we had to find a solution to it . Then, the initial founding of the successful settlement of vagrant issues, and today we should learn from the experience and avoid mistakes. In this paper, Beijing was mainly analysis of objects of vagrant, recovered the whole process of transformation of Beijing vagrant. At the same time, we also discuss regulation on the organization of vagrant, and summarized the non-pros and cons of vagrant task. Meanwhile, we were discussed increasingly serious vagrant problems and their solutions nowadays. In the course of the study, this paper was based on first-hand data to restore the history of original. We used the way of anatomy sparrows to examine history as a whole combined with case studies. Meanwhile, we draw on sociology, political science and other relevant theories and methods to struggle hard to this topic for an all-round, multi-level and wide-ranging comprehensive study.This thesis includes three parts, that is ,the introduction, the body (five chapters) and the conclusion.The introduction part mainly discusses the major topics of origins and meaning , core concept and related concepts, research status and essay structure, research ideas and methods.ChapterⅠis with respect to Beijing's handling of vagrant and the CPC 's vagrant strategy before 1949. Different period, such as the late Qing period, the Republican period, and the Japanese occupation of Beijing, how the government to deal with vagrant issues. In the end, article discuss the CPC 's policies and strategies of vagrant during the Agrarian Revolution, Anti-Japanese War, the War of Liberation.ChapterⅡis on beggar's asylum and transformation. This chapter discusses an important group of vagrant, the transformation of beggar. This process Includes resettlement and rehabilitation of two interrelated steps which emphasis on the transformation of beggars. The part of transformation Includes ideological education, the system develop, labor training and care placement. In the process, the indolent beggars becomes self-reliance, while the whereabouts of beggars and transformation of the performance were also analyzed.ChapterⅢdiscusses the transformation and placement of prostitutes. The entire process included the specific implementation, training, education, rehabilitation and placement. Then, article discusses the treatment of demimondaine.Chapter IV is about other vagrant and their social organizations. Mainly for other groups such as lone warriors and rogues, thieves, bullies, etc. And discusses the Beijing's largest vagrant organization , i-kuan tao's ban and blow.Chapter V is about impact and lessons of vagrant work. Vagrant transformation brings forth effect in the political, economic, social, ideological, etc. They have had a very far-reaching influence on the reconstruction of social order, economic recovery, vagrant soul. In the vagrant transformation process, the Government Whether in the overall level, or in the methods of operation, has accumulated a very valuable experience. Meanwhile, throughout the transformation process, there will inevitably be some errors and deviations. Deficiencies and shortcomings of reform are summarized.In the part of the concluding remarks. Restoration of history is not the whole purpose of this article, the study also aims to solve the same problem at present. Drawing lessons from history can know the rise and fall. Vagrant and vagrant issues exist all times. This article also studies problem and outlet road of the modern vagrants.Based on the above theory, we can be clear at four aspects. First, the early founding of the CPC, the Beijing Municipal Government is not the same as the past. The past Government is only taking temporary shelter in order to tidy vagrant. The Beijing Municipal Government took a responsible attitude for vagrant to consider from a long-term perspective thorough resolution. Second, the initial transformation of Beijing's vagrant, whether preparatory work or the transformation of the most difficult part and the final placement, from the policy itself and the performance, are relatively successful and their experiences have still some practical value. Third, the present situation of the vagrant's is quite different from the initial state, so the founding of New China dealing some successful experiences of vagrant problem can not be applied mechanically. It can only be selectively absorbed. Fourth, the solution of the vagrant problem can not be achieved at once. Solving the vagrant problem in the short term is very difficult. The purpose of transformation is to let vagrant ablation in the ocean of the people so that they can fully return to normal social order. Thus, it is considered to be a relatively problem properly solved. Therefore, we must solve the vagrant problem as a systematic project to build. So we must bring about political, economic, cultural, social and other aspects to consider. Of course, due to limited historical conditions, the founding of the initial vagrant transformation, both at a strategic, decision-making, or in the actual implementation, all more or less, there are some shortcomings and regrets which left us with some room for reflection.
