The studies on local autonomy usually regard the government and the rural society as two completely opposite sides, or discuss the effect of autonomous organizations in opposition to official government.This dissertation is based on the study on the practice of the township-village autonomy in Jiaxing area of Zhejiang Province during 1945-1949. The author applies a new state-making perspective of analyzing problems inside and outside the autonomy system.According to the author, the autonomous organizations had been established and worked successfully. The township-village representative meeting resolved main affairs and the town-ship government administrated the resolution of the township-village representative meeting, thus the restricted relationship between the local representative meeting and government shapes the actual meaning of the township-village autonomy. The township-village autonomous organizations were weakened by unstable social circumstances and the multiple stresses from upper government.This dissertation tries to prove: under the rational supervision and non-intervention of the nation and in the peaceful social circumstances, it's much possible to establish the township-village autonomous organizations based on overall township-village inhabitants and make them work effectively.
