| Since the People's Republic of China (New China) was established, the Chinese Government has been valuing the use of overseas Chinese investment to promote the socialist modernization construction in China. During the past 54 years, the policies on overseas Chinese investment have always been developing, though the decision and implementation of them have experienced a lot of difficulties and frustrations. Firstly, this doctoral dissertation is to review the historical policies on overseas Chinese investment by the Chinese governments, including the periods of Late Qing dynasty (from 1895 to 1911), the Republic of China (from 1912 to 1927), the Nanking government (from 1927 to 1949). Then, the dissertation has divided New China's policies on overseas Chinese investment into three periods to expound and analyze in detail. They are the periods of Pri-Open-door Policy (from 1949 to 1976), Post Open-door Policy (from 1978 to 1991), and Post Talk by Dun Xiaoping in South China (from 1992 to 2003). Finally, the dissertation has assessed the successes and mistakes of the policies on overseas Chinese investment by New China during the past 54 years and given some advice according to the facts in Guangdong Province so that they can serve the construction of a wealthy society completely. |
