As our party shouldered the responsibility of formidable nation-building and foreign funds are important part of a nation’s economy, to work out a well-arranged and reasonable foreign funds policy is of great significance to the development of new China.The paper consists of five chapters. Chapter one briefly introduces the significance and current situation of the research, and analyzes the trend and limitations of relevant subjects. The main concepts and research techniques of the subject are also presented.Chapter two gives an account of the formation of CPC’s foreign funds policy at early days of nation founding. Firstly, the author analyzes the CPC’s knowledge about foreign funds in terms of history and reality, and indicates that the CPC had been aware of the importance of foreign capital during revolutionary war. Secondly the author compares CPC’s attitude, idea and principle to the foreign capital before and after the founding of new China, showing the policy not only had drawn from the past experience, but also had embraced the new time. Thirdly, the author explains the policy was set up on the basis of both domestic and international background at that time. Fourthly, some theories are listed to prove the rationality and feasibility of the policy.Chapter three is the content of CPC’s foreign funds policy at early days of nation’s founding. Due to its broad coverage, the author discusses from three aspects, namely the policy of introducing foreign funds, projects and direct investment, the policy of foreign capital in domestic enterprises, the policy of oversea Chinese investment.Chapter four is the implementation and influence of CPC’s foreign funds policy at early days of nation’s founding. The author explains the specific implementation steps, problems and impact which the policy had caused. On the one hand, the policy had greatly pushed forward the national economy and defense construction. On the other hand, part of the policy affected by the political situation at home and aboard hindered the normal operation of national economy.Chapter five is the discussion of advantage and limitation of CPC’s foreign funds policy at early days of nation’s founding. Drawing from the past experience, the author hopes that the paper helps to smooth the way for foreign funds issues nowadays.
