Contention, a social phenomenon, is the inevitable outcome of social progress, alsoknown as an important and universe social phenomenon. In my understanding,contention can be positive for social progress. But if not handled properly, it might be athreat to political stabilization and social order. Economic development, socialtransform and unbalanced development in all fields will definitely bring all kinds ofconflict. As the centralized exhibition of this conflict, contention reflects social praxis,which cannot be escaped. Based on the practical fact, social contention can be active inpushing the democracy in political decision-making, optimizing the allocation of socialresources, increasing citizen awareness of rights and promoting the process of politicalreform. With the development of economy, social progress and convergence with theinternational community, China`s right protests has shown a blowout in recent years. Itmarks the awakeness of the Chinese citizens`s legal and right awareness as well ascitizens society. But at the same time, it also reminds us that we must address contention.Otherwises, contention can be divisive and destructive to political society in theuncontrolled case.However, because of this reason, the domestic scholars are more sensitive on thisissue. In fact, even western relative scholars hold a negative attitude in the study ofcontention. They think it has a negative effect on the social progress and politicaldevelopment. Authorities are often unwilling to face contention, which seemingly threatens their power. In general, they are hostile and despotic to it. Rational researchshows that if we take politics as a whole, the ultimate aim is to establish the order,maintain the rule and achieve balance and stability. However, the aim is often achievedby the approach to contention. In the contexts of China`s harmounious socialist society,it is also very necessary to study social contradictions and conflicts in both theory andreality to safeguard national unit, ensure people becoming the true masters of theircountry and promote harmony and stability of social public life. And finally we will finda solution to the contention and realize the true harmony of the society. The core task ofthis paper is to provide a practical view and idea from the perspective of politicalscience which is based on the reason, aim and outcome of contention.This article is based on the contentious politics theory. Contentious politics theoryis characterized by: First, focus on the explaination of contention by politics. Second,emphasis on the interaction of national and social contention. The country factor has aprofound impact on contention as well as contention acts on the democratizationprocess of country. Third, pay attention to the interests distribution of nation or politics.The political system and priciple of distribution determines the pattern of socialinterests, the contention is also an expression form of the interests game. This paperattempts to research on the contention and its solution in the perspective of contentiouspolitics theroy. First, through revealing the source, basis and external circumstance ofcontention to explore the reason of contention. Then discussing the aim of contention isto obtain the opportunity of political participation and political identity as main contentto specify the political trends of contention. And analyze the contention outcome viaexplaining democracy and democratization process by contentious politics theory.Based on the above arguments, this article discusses the view and way of administeringcontention, analyze the profound effect on national factor of content and respond thecontention from national perspective. More precisely, to respond the contention inpolitical system and distribution principle. Also, it explores the governance of contention from a practical level in contemporary China`s experience and reflection. Atlast, it adds supplement to the trends of contention as well as a breakthrough toadminister contention. This article is divided into seven parts:The first part is the introduction which elaborates the significance of topic andresearch. It coordinates and remarks the research of contention and theory at homeand abroad. Also it settles and defines the core concept of article and study expection aswell as presenting thesis ideas, contributions and inadequacy.The second part is the motivation of contention. That is, a contention analysis. First,it explains the source of conflict, known as identity differences, cultural conflicts andsocial exclusion. Second, analyze the nature of the conflict of the interests game,including the basic interests demands from the life right to the civil rights, the relativedeprivation of interests and the interests game which is out of order. It can better understanding thedevelopment and funbction of contention.The fifth part attempts to analyze national effect and response on contention. Thecontent includes: the impact of the national elements of contention and the following response to contention. This paper argues that the autonomy of the state, the degree ofdemocratization of the country, the state functions and the national ability all have aprofound impact on contention and the contention also acts on the political system andthe distribution principles, helping to respond or adjust.The sixth part attempts to explore the governance of contention based on thecontemporary China's experience and reflection from a practical level. Grounded on theimportant value of research on contention in contemporary China, this article presentsthe developnment and main features of contention nowadays, explore the administeringideas of contention in China at this period and summarize the introspection, includingthree aspects: the relationship between rational understanding of contention and politicalstability, reposition the state functions and national ability and warning of authoritylegality recession behind the contention.The seventh part is the last section, which supplies the new challenges ofgovernance of contention. That is, the globalization of contention. And the breakthroughin the globalization of contention, which means citizen participation in socialmanagement.Above all, this paper tries to make contributions to the contention and theoreticalstudy in the following areas: First, pay attention to the political dimension of contention,especially from the perspective of democracy and democratization and national centeredview by using the contentious politics way. Second, the paper researches the motivation,purpose and outcome of contention systematical. Emphasis on the value level andpractise level to address contention from a national perspective. Third, it affirms thatChina has contributed some important values on contention, and put forward somespecific ideas for administing contention.
