There are indeed plenty of differences between Traditional Chinese Medicine (TCM) and Western medicine caused by their own social backgrounds, which involve in political environment, economic base, especially the level of development of science, technology and culture. In spite of this, the intrinsic qualities of them are still the same, which is saving lives. Gradual integration of Traditional Chinese Medicine (TCM) and Western medicine, which has significantly promoted the process of globalization of TCM, was exactly based on that. The present global situations of TCM development have completely demonstrauted it. Among these situations, the modernization and internationalization of Chinese herbal medicine are the most significantly at present. A series of inadequacies, for instance, the lack of equal status of TCM as Western medicine has, the facing crisis of Chinese natural herbal resources, the inadequate intellectual property protection system and so on, also has thoroughly been exposed during the vigorous development of TCM, particularly the Chinese herbal medicine. To explore the solutions for these inadequacies are extremely helpful in promoting a more comprehensive development of TCM, and are also meaningful in programming a better plan for the development of modernization and internationalization of Chinese herbal medicine. There is no doubt that the latter's development will bring forward the whole system of TCM. There is also no doubt about the bright future of TCM.
