China's Rural Medical Security Analysis

Among different tasks to promote new rural construction, establishing effective rural medical care system with Chinese characteristics is the most important and the most fundamental. As a "short board" in the progress of constructing a harmonious society, only by improving the functions and effects for this system in the practice can the settled goals of China's modernization development be achieved. Based on the real practices during these years, taking the Public Management Theory as visual angle, the issue on how to construct the rural medical care system with Chinese characteristics is analyzed and studied deeply. It can be described as follows:First of all, by using of different disciplines, such as Economics, Politics and New Public Management Theory, the theoretical foundation to construct rural medical care system has been demonstrated in depth. Only by doing well in medical care issues, can the farmers'medical problem be solved well, can both individual and family be enriched together, can the society's stability be ensured, and can the great practice of building a well-off society in all respects be promoted.Secondly, the history of rural medical care development has been discussed since the founding of PRC, and the current situation and its reason for rural medical care development are also analyzed. The author conducts a deep thought on the development of foreign rural medical care utilities, by briefing basic types of foreign medical care and contrasting the implementing in different countries such as US, Cuba, Korea and Japan, the author concludes the key procedures which are worth consideration in the progress of domestic rural medical care system.Thirdly, the "Market invalidity" for medical care service is illustrated, then, the public features about rural medical care services are summarized. The government's responsibilities and functions to the issues related with rural medical care system are also pointed out. After that, the author discusses the vital functions of legislation in maintaining public healthy and continuous development of rural Cooperative Medical Service (CMS) system as well as current legislative situation. By describing the important significance for informatization in rural medical care service, the author analyzes the advantages of CMS in our contrary from scale, foundation and policy when developing informatization in medical care service, then, the working keystones on the informatization progress has also been proposed.Fourthly, the author interpreted the features of rural CMS and the problems generalized from the practice of new rural CMS, several strategies to improve new rural CMS have been provided. The feasibility for commercial medical insurance organization to play the parts in new rural CMS is analyzed; by illustrating the present situation, merits and demerits of commercial insurance companies' partaking in rural medical care management, the author provides a solution for this issue.What needs illustration is, the future form and implemented way to construct rural medical care system in China are proposed with innovational angle, the idea, which the adjustment and improvement for macroscopical policies based on microcosmic dynamic rational decision are the key steps when implementing that goal, is put forwarded. Furthermore, the opinion, about the way to improve rural medical insurance is the adjustment and legislation to macroscopical policies under the central designing thought, is also achieved. The fundament for government to realize the adjustment and legislation to macroscopical policies are the decision scheme and its feedback from microcosmic entities, the scientific method for microcosmic entities to make decisions and policies depends on dynamic rational manner.Lastly, the situation and problems existed in county hospitals and township medical organizations as well as village medical room have been analyzed. The author discusses the effect on improving county hospitals' radiation functions, and concludes the frameworks and measures to promote the reformation in county hospital, township medical organizations and village medical room. Key steps and possible referenced measures in reforming these medical organizations have also been studied and planned. After that, by analyzing the challenges and current status on developing rural medical care system in ethnic regions, the author gives some suggestions and solutions to improve the rural medical care services in ethnic regions...
