Community health organizations should meet the demand of public health and fundamental health care and make sure they are operated efficiently. To this effect, the government should increase the input. However, problems, high on the agenda, arise from the enhanced governmental input. How to arrange the governmental allocation? How to put in use and manage the allocation? How to institute corresponding policy, measures and managerial methods? And how to ensure the quantity and quality of community health service? It is evident that the design of a performance management system of community health organizations input justifies itself as a valuable research topic.Public management, public health and community health management, performance management and management game theory all provide the theoretical framework for this study, and the practices of community health organizations management both at home and abroad are valuable experiences for this study. We find that in the performance management system of community health organizations input, it is the institutional loopholes of inefficient binding and motivation mechanism that hamper the realization of the performance management goals. So, starting from the system design and based on a combinative framework of the management game theory and performance management theory, this research aims to uncover the three major game subjects in the process of the performance management, viz. government—organizations—residents, look into the subjects'behavorial characteristics and their interrelations by means of modeling through the game theory coupled with systemic analysis, and design an opening system of community health organizations input and a closed-loop model of performance management game feedback. In this research, the rule design, the increase of motivation and binding functions in the performance management system are highlighted in order to improve the game rule and relative management measures. Focus is also placed on how to develop effective game equilibrium solutions and bring into force the performance management project so as to optimize the performance management and achieve the ultimate goal. The operational effect of the performance management system is illustrated by the community health service reform in Tanggu District of Tianjin, and a structural analysis of the community public health project and an overall experimental evaluation on the performance are undertaken on the basis of the results of the performance assessment of the community health organizations in Tanggu District with a view to orienting the institutional design, improving the overall institutional design and its operating function, and finally providing theoretical and methodological reference for more scientific input on the part of the government.
